| For the purpose of further advancing the implementation of the measure of special preferential tariff treatment granted to the least developed countries that have established diplomatic relations with China, and facilitating the import customs clearance of qualified goods, the General Administration of Customs ("GACC") has decided to launch the “system for issuance of certificates of origin of goods under special preferential tariff treatment” on a trial basis as of September 10, 2020. The relevant matters are hereby announced as follows: | | 为进一步推动给予与我国建交的最不发达国家特别优惠关税待遇措施的实施，便利合规货物进口通关，海关总署决定自2020年9月10日起试点运行“特别优惠关税待遇原产地证书签发系统”。现将有关事项公告如下： |
| I. The online issuance of certificates of origin of goods under special preferential tariff treatment will be available to visa agencies in five countries, including the People's Republic of Bangladesh, the Republic of Niger, the Federal Democratic Republic of Ethiopia, the Republic of Mozambique, and the Democratic Republic of Timor-Leste. A certificate issued online will have a number starting with “E.” | | 一、面向孟加拉人民共和国、尼日尔共和国、埃塞俄比亚联邦民主共和国、莫桑比克共和国、东帝汶民主共和国等5个国家签证机构开放在线签发特惠原产地证书功能。在线签发的证书以字母“E”作为首位编号。 |
