| For the purposes of further enhancing the financing efficiency of chattel and right security, and optimizing the business environment, the unified chattel and right security registration shall be implemented nationwide from January 1, 2021, according to the requirements of the Regulation on Optimizing the Business Environment and the Decision of the State Council to Implement the Unified Chattel and Right Security Registration Nationwide (No. 18 [2020], State Council). The relevant transitional arrangements for the mortgage registration of four categories of chattels, namely, production equipment, raw materials, semi-finished products, and products (hereinafter referred to as “mortgage of four categories of chattels”), are hereby announced as follows: | | 为进一步提高动产和权利担保融资效率，优化营商环境，根据《优化营商环境条例》《国务院关于实施动产和权利担保统一登记的决定》（国发〔2020〕18号）要求，自2021年1月1日起，在全国范围内实施动产和权利担保统一登记。现就生产设备、原材料、半成品、产品等四类动产抵押（以下简称四类动产抵押）登记的有关过渡安排公告如下： |
| I. Overall Arrangements | | 一、总体安排 |
| (1) Registration institution. Beginning on January 1, 2021, the Credit Reference Center of the People's Bank of China (hereinafter referred to as the “CCRC”) shall undertake the registration of mortgage of four categories of chattels. | | （一）登记机构。自2021年1月1日起，中国人民银行征信中心（以下简称征信中心）承担四类动产抵押的登记工作。 |
| (2) Transition period. For the purpose of ensuring the smooth implementation of the registration and inquiry business involving the mortgage of four categories of chattels, the transition period is temporarily set as two years from January 1, 2021, to December 31, 2022. During the transition period, the registration and inquiry matters concerning the mortgage of four categories of chattels shall be governed by relevant provisions of this Announcement. | | （二）过渡期。为保证当事人涉及四类动产抵押的登记和查询业务顺利开展，过渡期暂定2年，自2021年1月1日起至2022年12月31日止。过渡期内四类动产抵押登记和查询事宜适用本公告的相关规定。 |
| (3) Registration system. The Unified Registration and Publication System for Chattel Financing of the CCRC (hereinafter referred to as the “Unified Registration System”) provides the general public with the chattel mortgage registration and inquiry services. The website of the Unified Registration System is https://www.zhongdengwang.org.cn. | | （三）登记系统。征信中心动产融资统一登记公示系统（以下简称统一登记系统）为社会公众提供动产抵押登记和查询服务。统一登记系统的网址为https：//www.zhongdengwang.org.cn。 |
| (4) Registration rules. The parties shall undergo the formalities for registration and inquiry involving the mortgage of four categories of chattels on their own initiatives in accordance with the Measures for the Registration of the Pledge of Accounts Receivable (Issued by Order No. 4 [2019], PBC) and the Operating Rules for the Unified Registration and Publication System for Chattel Financing of the Credit Reference Center of the People's Bank of China, and be responsible for the authenticity, completeness and legality of the registered content. In the case of system adjustment during the transition period, relevant matters shall be handled in accordance with the new provisions. | | （四）登记规则。当事人应当按照《应收账款质押登记办法》（中国人民银行令〔2019〕第4号发布）、《中国人民银行征信中心动产融资统一登记公示系统操作规则》的规定自主办理涉及四类动产抵押的登记和查询，并对登记内容的真实性、完整性、合法性负责。过渡期内如遇制度调整的，按照新规定办理。 |
