| This Action Plan is developed for the purposes of thoroughly implementing the spirit of the fourth plenary session of the Central Financial and Economic Affairs Commission, implementing the arrangements of the State Council's Action Plan for Promoting Large-scale Equipment Renewals and Consumer Goods Trade-ins, carrying out a new round of standard improvement actions, and better supporting equipment renewals and consumer goods trade-ins. | | 为深入贯彻中央财经委员会第四次会议精神，落实国务院《推动大规模设备更新和消费品以旧换新行动方案》部署，实施新一轮标准提升行动，更好支撑设备更新和消费品以旧换新，制定本行动方案。 |
| I. General requirements | | 一、总体要求 |

Enterprises' affordability and consumers' acceptance shall be taken into overall consideration, the improvement of standards shall be promoted step by step in a planned manner, the improvement of supporting policies for the implementation of standards shall be accelerated, and the implementation of standards shall be promoted in an effective and well-regulated manner. | | ——坚持循序渐进、有序提升。统筹考虑企业承受能力和消费者接受程度，有计划有步骤推进标准水平提升，加快完善标准实施配套政策，有力有序推动标准落地实施。 |
| ——Adhering to benchmarking against international standards and providing guidance in a standardized manner. In light of international advanced standards, a number of key standards shall be promoted to reach international advanced levels, and compulsory standards involving life and property safety shall be enforced as much as possible, so as to effectively maximize the regulatory and leading role of standards. | | ——坚持对标国际、规范引领。瞄准国际先进，推动一批关键标准达到国际先进水平，对于涉及生命财产安全的强制性标准实现“应强尽强、能强则强”，切实发挥标准的规范和引领作用。 |
| By 2025, 294 key national standards will have been developed or revised, and by 2024 and 2025, 129 and 165 key national standards will have been developed or revised respectively, and the standard system will be more optimized and improved. The consistency between national and international standards for consumer goods in key fields will reach 96% or more. Policies and standards will be more coordinated with and support each other, the quality of goods and services will be continuously improved, the proportion of advanced production capacity will continue to increase, more quality durable consumer goods will be introduced to residents' lives, and significant achievements will be made in terms of standards support for high-quality economic development. | | 到2025年，完成制修订重点国家标准294项，2024年和2025年分别完成129项和165项，标准体系更加优化完善。重点领域消费品国家标准与国际标准一致性程度达到96%以上。推动政策与标准更加协同配套，商品和服务质量不断提高，先进产能比重持续提升，高质量耐用消费品更多进入居民生活，标准助力经济高质量发展取得明显成效。 |
| II. Accelerating the upgrading of technical standards for energy consumption and emission to continuously lead equipment renewals | | 二、加快能耗排放技术标准升级，持续引领设备更新 |
| (1) Accelerating the improvement of energy consumption and energy efficiency standards. Efforts shall be coordinated to promote the optimization and upgrading of the system of energy conservation standards, a number of compulsory national standards for energy consumption limits and energy efficiency of home appliances and industrial equipment shall be promptly revised, and the revision of standards on energy consumption limits in thermal power, refining, coal chemical industry, steel, coke, polysilicon, and other industries shall be accelerated. Efforts shall focus on improving the energy efficiency standards for key energy-consuming equipment such as charging piles, boilers, motors, transformers, pumps, water cooled chillers, and cold storage, energy consumption limits for positive and negative electrode materials of lithium batteries and photovoltaic crystal pulling products, among others, and energy efficiency standards for communication base stations, among others, shall be promptly developed, supporting testing methods shall be improved, and energy efficiency indicators shall be promoted to reach international advanced levels. | (2) Continuously improving pollutant emission standards. Water pollutant emission standards for pesticide, alcohol, and other industries shall be revised, air pollutant emission standards for coking, lead and zinc, coal mining, and other industries shall be upgraded, pollution control standards for domestic garbage and solid waste, among others, shall be improved, and relevant industries shall be directed to improve technologies and processes and upgrade pollution treatment facilities. The standards for construction noise emission shall be revised to minimize disturbance to residents. The standards for radiation protection in uranium mining, metallurgy, and other industries shall be improved, and the standards for the disposal of radioactive solid waste shall be improved, so as to ensure the whole-chain safety of radioactive materials. | (3) Strengthening efforts to tackle key problems in standards for low-carbon technologies. To satisfy the needs of carbon market construction, the development of carbon emission accounting standards for nonferrous metals, building materials, chemicals, and light industries shall be accelerated, to achieve the full coverage of carbon emission accounting in key industries as soon as possible. The national standards for quantifying the carbon footprints of products shall be issued, the principles, methods, and data quality of carbon footprint accounting of specific products shall be unified, and standards for carbon labels and carbon footprints of key products shall be developed. The development of technical standards for carbon emission reduction and removal shall be promoted and the introduction of standards for carbon capture, utilization and sequestration shall be accelerated to support low-carbon transformation of industries. (The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, the State Administration for Market Regulation, the National Energy Administration, and other authorities shall be responsible according to the division of duties) | | （三）加强低碳技术标准攻关。衔接碳市场建设需求，加快制定有色、建材、化工、轻工等企业碳排放核算标准，尽快实现重点行业碳排放核算全覆盖。发布产品碳足迹量化要求国家标准，统一具体产品的碳足迹核算原则、方法和数据质量，制定碳标签、重点产品碳足迹标准。推动碳减排和碳清除技术标准制定，加快出台碳捕集利用与封存标准，助力产业低碳转型。（国家发展改革委、工业和信息化部、生态环境部、农业农村部、市场监管总局、国家能源局等按职责分工负责） |
