| Decision of the General Administration of Customs to Amend Some Rules | | 海关总署关于修改部分规章的决定 |

| For the purpose of implementing the relevant provisions of the Frontier Health and Quarantine Law of the People's Republic of China, the General Administration of Customs has decided to amend four sets of rules including the Measures for the Administration of Inspection and Quarantine of Entry-Exit Express Deliveries, and the specific contents are as follows: | | 为贯彻落实《中华人民共和国国境卫生检疫法》相关规定，海关总署决定对《出入境快件检验检疫管理办法》等4部规章进行修改，具体内容如下： |
| I. The Measures for the Administration of Inspection and Quarantine of Entry-Exit Express Deliveries (issued by Order No. 3, former AQSIQ, and amended by Orders No. 238, No. 240 and No. 243, GACC) are amended as follows: | | 一、对《出入境快件检验检疫管理办法》（原国家质量监督检验检疫总局令第3号公布，根据海关总署令第238号、第240号、第243号修正）作如下修改： |
| 1. In subparagraph (3) of Article 8, “special articles such as microorganisms, human tissues, biological products, and blood and its products” is replaced with “goods and articles related to public health security such as blood or other human tissues, pathogenic microbes, and biological products”. | | （一）将第八条第三项中的“微生物、人体组织、生物制品、血液及其制品等特殊物品”修改为“血液等人体组织、病原微生物、生物制品等关系公共卫生安全的货物、物品”。 |
| 2. In Article 15, “pathogene” is deleted; and “the Customs shall conduct sanitation and disinfection treatment as required” is replaced with “it shall be subject to sanitation and disinfection treatment and be subject to customs supervision”. | | （二）删除第十五条中的“病源体”；将“海关应当按规定实施卫生、除害处理”修改为“应当实施卫生除害处理，并接受海关监督”。 |
| 3. In subparagraph (4) of Article 18, “Article 22” is replaced with “Article 16”. | | （三）将第十八条第四项中的“第二十二条”修改为“第十六条”。 |
| II. The Measures for the Administration of Entry and Exit Inspection and Quarantine of Vessels on International Voyages (issued by Order No. 38, former AQSIQ, and amended by Order No. 196, former AQSIQ and by Orders No. 238, No. 240 and No. 262, GACC) are amended as follows: | | 二、对《国际航行船舶出入境检验检疫管理办法》（原国家质量监督检验检疫总局令第38号公布，根据原国家质量监督检验检疫总局令第196号，海关总署令第238号、第240号、第262号修正）作如下修改： |
| 1. In Article 2, “frontier ports” is replaced with “ports of the People's Republic of China open to the outside world (hereinafter referred to as ‘ports')”. | | （一）将第二条中的“国境口岸”修改为“对外开放的口岸（以下简称口岸）”。 |
| 2. In Article 3, “frontier ports of the People's Republic of China (hereinafter referred to as ‘ports')” is replaced with “ports”. | | （二）将第三条中的“中华人民共和国国境口岸（以下简称口岸）”修改为“口岸”。 |
| 3. In Article 5, “must be subject to quarantine and undergo entry inspection and quarantine formalities at the designated places at the first port of arrival” is replaced with “shall be subject to quarantine and undergo entry inspection and quarantine formalities at the designated places at the first port of arrival”. | | （三）将第五条中的“必须在最先抵达口岸”修改为“应当在最先到达口岸”。 |
| 4. In Article 6, “reach the port” is replaced with “arrive at the port”. | | （四）将第六条中的“抵达口岸”修改为“到达口岸”。 |
| 5. In Articles 7 and 32, “any quarantinable infectious disease and suspected quarantinable infectious disease” is replaced with “any person having contracted or being suspected of contracting a quarantinable infectious disease”. | | （五）将第七条、第三十二条中的“检疫传染病、疑似检疫传染病”修改为“检疫传染病染疫人、疑似染疫人”。 |
| 6. Subparagraph (1) of Article 9 is deleted; in subparagraph (3), “there are patients with the quarantinable infectious disease or suspected quarantinable infectious disease” is replaced with “any patient with the quarantinable infectious disease or suspected quarantinable infectious disease is found”; in subparagraph (7), “Deratization/Deratization Exemption Certificate” is replaced with “Certificate Exempting a Vessel from Sanitary Control Measures/Certificate of Sanitary Control Measures for a Vessel”; and the numbering of subparagraphs is adjusted accordingly. | | （六）删除第九条第一项；将第三项中的“有检疫传染病病人、疑似检疫传染病病人”修改为“发现检疫传染病染疫人、疑似染疫人”；将第七项中的“《除鼠/免予除鼠证书》”修改为“《船舶免予卫生控制措施证书/船舶卫生控制措施证书》”；依次调整项目序号。 |
| 7. In paragraph 1 of Article 10, “holding a valid Sanitary Certificate for Means of Transport issued by the Customs of the People's Republic of China” is replaced with “holding a valid sanitary certificate”; “the Customs shall conduct quarantine via telecommunications” is replaced with “the Customs may conduct quarantine via telecommunications”; and in paragraph 2, “reach the port” is replaced with “arrive at the port”. | | （七）将第十条第一款中的“持有我国海关签发的有效《交通工具卫生证书》”修改为“持有有效卫生证书”；将“海关应当实施电讯检疫”修改为“海关可以实施电讯检疫”；将第二款中的“抵达口岸”修改为“到达口岸”。 |
| 8. In Article 11, “Sanitary Certificate for Means of Transport” is replaced with “sanitary certificate”. | | （八）将第十一条中的“《交通工具卫生证书》”修改为“卫生证书”。 |
| 9. In Article 13, “licensing” is replaced with “permission”; and “goods, luggage, postal parcels and other articles” is replaced with “containers and other transport equipment, goods, luggage, postal parcels, and other articles and their packaging” . | | （九）将第十三条中的“许可”修改为“准许”；将“货物、行李、邮包等物品”修改为“集装箱等运输设备、货物、行李、邮包等物品及外包装”。 |
| 10. In Articles 14 and 28, “Deratization/Deratization Exemption Certificate” is replaced with “Certificate Exempting a Vessel from Sanitary Control Measures/Certificate of Sanitary Control Measures for a Vessel”; and “Sanitary Certificate for Means of Transport” is deleted. | | （十）将第十四条、第二十八条中的“《除鼠/免予除鼠证书》”修改为“《船舶免予卫生控制措施证书/船舶卫生控制措施证书》”；删除“《交通工具卫生证书》”。 |
| 11. In Article 15, “quarantine on board a vessel” is replaced with “on-board quarantine”. | | （十一）将第十五条中的“登轮检疫”修改为“登临检疫”。 |
| 12. In Article 16, “is free from epidemic diseases” is replaced with “presents no risk of spreading a quarantinable infectious disease”; and “it is infected with the epidemic disease or suspected of being infected with the epidemic disease, or comes from the epidemic-stricken region” is replaced with “it is contaminated by a quarantinable infectious disease, a vector related to human health is discovered, or it otherwise presents the risk of spreading a quarantinable infectious disease”. | | （十二）将第十六条中的“没有染疫”修改为“没有传播检疫传染病风险”；将“染疫、染疫嫌疑或者来自传染病疫区”修改为“受到检疫传染病污染、发现与人类健康有关的病媒生物或者存在其他传播检疫传染病风险”。 |
| 13. In Article 17, “at the port of departure” is replaced with “at the last port of departure”. | | （十三）将第十七条中的“在离境口岸”修改为“应当在最后离开的口岸”。 |
