Recently, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the Ministry of Ecology and Environment, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the Guiding Opinions on Promoting the High-quality Development of the Light Industry.
This document sets out five main tasks. First, it has stressed efforts to increase strategic support for science and technology innovation by accelerating breakthroughs in key technology, improving the system building, and optimizing the construction of the standard system. Second, a high-quality supply system should be established. Competent departments should strength the upgrading of innovative products, improve quality assurance, enhance branding services, and promote new business models. Third, the modernization of the industrial chain will be improved. To achieve this task, this document urges to advance the industrial foundation, accelerate the process of increasing and strengthening the industrial chain, implement the digital transformation profoundly, and develop a new service-oriented manufacturing model. Fourth, this document calls for efforts to deepen green and low-carbon transformation, speed up the green and safe development, comprehensively establish a green manufacturing system, and shore up the guidance on the consumption of green products. Fifth, the industrial ecology for coordinated development should be optimized. Efforts should be made to improve the differentiated development level of enterprises, build high-level industrial clusters, and optimize the spatial layout of industries to actively integrate them into the global industrial system.
