Recently, the China Banking and Insurance Regulatory Commission (CBIRC) issued the Rules on Regulatory Rating of Commercial Banks. The Rules make clear that the regulatory rating results of commercial banks ranks from 1 to 6, with grade S as the top. The CBIRC and its agencies shall, on the basis of routine regulation, take targeted regulatory measures and actions in accordance with law to carry out differentiated regulation in light of rating results, operating environment, and risk characteristics of banks to be rated. Moreover, regulators may also adopt other regulatory measures and actions prescribed by laws and regulations based on their judgment of actual situations. As banks have different rating grades, regulators are required to determine their regulatory intensity under the principle of gradual escalation.
