Four Departments Jointly Roll out New Measures for Deepening Motor Vehicle Inspection Reform and Optimizing Vehicle Inspection Services

Recently, the Ministry of Public Security, the State Administration for Market Regulation, the Ministry of Ecology and Environment and the Ministry of Transport jointly issued the Opinions on Deepening the Reform of Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services.
First, the Opinions introduce measures to refine admission approval criteria and improve the service capability of inspection agencies. To be specific, a notification and commitment system for the qualification accreditation of vehicle inspection agencies should be promoted, along with the overall online approval and electronic certificates; inspection agencies should be capable of both technical safety review and emission testing for motor vehicles of the same model; in addition, a pilot program should be implemented to allow the enterprises for sale and maintenance of certain brands to simultaneously provide vehicle inspection services.
Moreover, the Opinions propose a series of measures for reform and service innovation, with a focus on promoting the standardization and facilitation of vehicle inspection services. The main measures include: extending the inspection cycle for private vehicle; fully promoting the cross-provincial annual inspection for freight vehicles; launching online vehicle inspection booking service; standardizing the procedures for vehicle emission inspection to improve the inspection quality. Further, efforts should be made to continuously standardize vehicle inspection services by cracking down on illegal vehicle inspection agents at its source and promoting one-stop vehicle inspection services.
