For the purposes of thoroughly implementing the spirit of the 20th CPC National Congress, promoting the green development of the manufacturing industry, forging new industrial competitive advantages in the process of implementing the goal and task of achieving carbon dioxide peaking and carbon neutrality, accelerating the construction of a modern industrial system, and promoting new-type industrialization, the following opinions are hereby offered. 为深入贯彻落实党的二十大精神,推动制造业绿色化发展,在落实碳达峰碳中和目标任务过程中锻造新的产业竞争优势,加快建设现代化产业体系,推进新型工业化,提出如下意见。
I. General requirements 

一、总体要求

1. Guiding thought   (一)指导思想
Under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the spirit of the 20th CPC National Congress shall be thoroughly implemented, based on the new development stage, the new development concept shall be fully, accurately and comprehensively implemented, the establishment of a new development pattern shall be accelerated, joint efforts shall be made to promote high-quality development, with the goal of achieving carbon dioxide peaking and carbon neutrality as the guide, traditional industries shall be transformed and upgraded, competitive industries shall be consolidated and improved, the green and high-starting point development of emerging industries shall be promoted in an accelerated manner, forward-looking arrangements for the future industries in the green and low-carbon field shall be deployed, new business types for the integrated development of green digital services shall be fostered, the technology, policy, standard and benchmarking cultivation system that supports the green development of the manufacturing industry shall be established and improved, the all-round transformation of high-end industrial structure, low-carbon energy consumption, circular resource utilization, clean production process, digital manufacturing process, and green product supply shall be promoted, a new engine for green growth shall be built, a new advantage in green competition shall be formed, and a new ecological background for industrialization shall be polished. 以习近平新时代中国特色社会主义思想为指导,深入贯彻落实党的二十大精神,立足新发展阶段,完整、准确、全面贯彻新发展理念,加快构建新发展格局,着力推动高质量发展,以实现碳达峰碳中和目标为引领,改造升级传统产业,巩固提升优势产业,加快推动新兴产业绿色高起点发展,前瞻布局绿色低碳领域未来产业,培育绿色化数字化服务化融合发展新业态,建立健全支撑制造业绿色发展的技术、政策、标准、标杆培育体系,推动产业结构高端化、能源消费低碳化、资源利用循环化、生产过程清洁化、制造流程数字化、产品供给绿色化全方位转型,构建绿色增长新引擎,锻造绿色竞争新优势,擦亮新型工业化生态底色。
2. Main objectives   (二)主要目标
By 2030, the green and low-carbon transformation of the manufacturing industry will achieve remarkable results, the overall level of green development of traditional industries will be improved significantly, industrial structure and layout will be significantly optimized, the proportion of green and low-carbon energy utilization will be significantly increased, the level of comprehensive utilization of resources will be steadily increased, the intensity of pollutants and carbon emissions will be significantly decreased, total carbon emissions will reached a peak, the green growth engines of emerging industries will become more prominent, the scale and quality will be further improved, the proportion of green and low-carbon industries will be increased significantly, new business types of green integration will consecutively emerge, the basic capacity for green development will be greatly improved, and the competitiveness of green and low-carbon industries will be further enhanced, and green development will become a solid foundation for promoting new industrialization. 到2030年,制造业绿色低碳转型成效显著,传统产业绿色发展层级整体跃升,产业结构和布局明显优化,绿色低碳能源利用比例显著提高,资源综合利用水平稳步提升,污染物和碳排放强度明显下降,碳排放总量实现达峰,新兴产业绿色增长引擎作用更加突出,规模质量进一步提升,绿色低碳产业比重显著提高,绿色融合新业态不断涌现,绿色发展基础能力大幅提升,绿色低碳竞争力进一步增强,绿色发展成为推进新型工业化的坚实基础。
By 2035, the internal driving force for the green development of the manufacturing industry will be significantly enhanced, carbon emissions will decline steadily after achieving carbon dioxide peaking, carbon neutrality will be steadily improved, advantages in green and low-carbon competitiveness in the global industrial chain and supply chain will become prominent, and green development will become a common form of new industrialization. 到2035年,制造业绿色发展内生动力显著增强,碳排放达峰后稳中有降,碳中和能力稳步提升,在全球产业链供应链绿色低碳竞争优势凸显,绿色发展成为新型工业化的普遍形态。
II. Accelerating the green and low-carbon transformation and upgrading of traditional industries 

二、加快传统产业绿色低碳转型升级

3. Advancing the green and low-carbon optimization and restructuring of traditional industries. The optimization of and adjustment to the product structure, energy use structure, and raw material structure of the traditional industries and reproduction of technological process shall be accelerated, and its position and competitiveness in the global division of labor shall be enhanced. The action of “increasing varieties, improving quality and creating brands” shall be taken, the upgrading and replacement of products towards high-end, intelligent, green and integrated directions shall be promoted, and the formation of a supply system with more abundant varieties, more stable quality and more influential brands shall be promoted. A clean, efficient and low-carbon industrial energy consumption structure shall be built, actions shall be taken to classify coal by quality, level, clean and efficient use, and coal reduction and replacement in key energy-using industries shall be promoted in an orderly manner; qualified enterprises and parks shall be encouraged to build industrial green microgrids, promote the efficient and complementary use of multiple energy sources, and use renewable energy in large scale and high proportion in nearby areas; and the electrification of terminal energy use shall be promoted in an accelerated manner, the field of electric energy substitution shall be expanded, and the proportion of green power consumption shall be increased. The substitution of raw materials such as green hydrogen, low (no) volatile organics, renewable resources and industrial solid waste shall be promoted, the supply capacity of raw materials such as natural gas, ethane and propane shall be enhanced, and the proportion of green and low-carbon raw materials shall be increased. Short-process technology in the steel, petrochemical, chemical, non-ferrous metals, textile, machinery and other industries shall be promoted. The long-term market-oriented and law-based mechanism for reducing excess production capacity shall be improved, and the withdrawal of outdated production capacity shall be promoted in accordance with laws and regulations. By 2030, the recycling of major renewable resources will reach 510 million tons, the comprehensive utilization rate of solid waste in bulk industries will reach 62%, the proportion of renewable energy used in electrolytic aluminum will reach more than 30%, the proportion of short-process steel making will reach more than 20%, and large-scale application of short-process synthesis technologies such as olefin and ethanol by syngas one-step process will be achieved.   (三)推进传统产业绿色低碳优化重构。加快传统产业产品结构、用能结构、原料结构优化调整和工艺流程再造,提升在全球分工中的地位和竞争力。实施“增品种、提品质、创品牌”行动,推动产品向高端、智能、绿色、融合方向升级换代,推动形成品种更加丰富、品质更加稳定、品牌更具影响力的供给体系。构建清洁高效低碳的工业能源消费结构,实施煤炭分质分级清洁高效利用行动,有序推进重点用能行业煤炭减量替代;鼓励具备条件的企业、园区建设工业绿色微电网,推进多能高效互补利用,就近大规模高比例利用可再生能源;加快推进终端用能电气化,拓宽电能替代领域,提升绿色电力消纳比例。推进绿氢、低(无)挥发性有机物、再生资源、工业固废等原料替代,增强天然气、乙烷、丙烷等原料供应能力,提高绿色低碳原料比重。推广钢铁、石化化工、有色金属、纺织、机械等行业短流程工艺技术。健全市场化法治化化解过剩产能长效机制,依法依规推动落后产能退出。到2030年,主要再生资源循环利用量达到5.1亿吨,大宗工业固废综合利用率达到62%,电解铝使用可再生能源比例达到30%以上,短流程炼钢比例达到20%以上,合成气一步法制烯烃、乙醇等短流程合成技术实现规模化应用。
4. Accelerating the improvement of green and low-carbon technologies in traditional industries. The guidance catalogue for green and low-carbon technologies in the manufacturing industry shall be updated and released on a regular basis, key common technologies with high maturity, good economy and remarkable green results shall be selected and promoted, and enterprises, parks and key industries shall be urged to fully implement a new round of green and low-carbon technology upgrading. Large enterprises shall be supported in implementing systematic transformation and upgrading of the whole process by focusing on the needs of green and low-carbon transformation in the whole life cycle of product design, manufacturing, logistics, use, recycling, etc. The leading role of enterprises in the main chain shall be fully maximized, small and medium-sized enterprises in the upstream and downstream industrial chain shall be assisted in identifying the shortcomings of green and low-carbon transformation, and the implementation of technological transformation shall be organized in a planned manner step by step. Industrial parks and industrial agglomeration areas shall be encouraged to satisfy the requirements for the construction of green industrial parks, overall transformation and upgrading of centralized layout, green structure, and linked ecology shall be carried out, and enterprises in the parks shall be organized to continue to implement green and low-carbon technical transformation. Industry associations shall be supported in developing transformation and upgrading plans for key industries, and localities shall be encouraged to take actions to achieve A performance in environmental protection, and improve the governance level of environmental protection in industries.   (四)加快传统产业绿色低碳技术改造。定期更新发布制造业绿色低碳技术导向目录,遴选推广成熟度高、经济性好、绿色成效显著的关键共性技术,推动企业、园区、重点行业全面实施新一轮绿色低碳技术改造升级。支持大型企业围绕产品设计、制造、物流、使用、回收利用等全生命周期绿色低碳转型需求,实施全流程系统化改造升级。充分发挥链主企业带动作用,帮助产业链上下游中小企业找准绿色低碳转型短板,有计划分步骤组织实施技术改造。鼓励工业园区、产业集聚区对标绿色工业园区建设要求,开展布局集聚化、结构绿色化、链接生态化整体改造升级,组织园区内企业持续实施绿色低碳技术改造。支持行业协会制定重点行业改造升级计划,鼓励地方开展环保绩效创A行动,提升行业环保治理水平。
5. Directing regional green and low-carbon optimization layout. The national work pattern shall be insisted on. In comprehensive consideration of regional industrial base, resource endowment, environmental carrying capacity and other factors, the traditional industries shall be urged to form a cluster and differentiated green and low-carbon transformation pattern. The coordinated development of the Beijing-Tianjin-Hebei Region, the development of the Yangtze Economic Belt, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the integrated development of the Yangtze River Delta, and ecological protection and high-quality development in the Yellow River Basin, and other major regional strategic positioning shall be implemented, and by combining green development with industrial transformation, trans-regional industrial division of labor, coordinated innovation in science and technology, and optimized allocation of factors shall be strengthened. Regional characteristics and strengths shall be maximized. Factors such as productivity, energy, resources, and market demand shall be comprehensively balanced, and the central and western regions and Northeast China shall be supported in carrying out industrial transfer in an orderly manner, to avoid low-level duplicated development. The requirements for zoning control of the ecological environment shall be strictly implemented, and under the premise of satisfying standards and requirements for environmental protection, energy consumption, water consumption, and work safety, the transfer of high-load energy industries to the areas with advantages in clean energy in the west shall be promoted in a steady and orderly manner. Project access shall be strictly implemented, and the blind launch of projects with high energy consumption, high emissions, and low level shall be resolutely curbed. The green coordinated improvement of regional industries shall be promoted, industrial coupling models such as tempering co-production, refining and chemical integration, forestry-pulp-paper integration, and carbon sequestration, as well as industrial and urban integration models such as the coordinated disposal of household waste in metallurgical and building materials industries and the supply of heat to urban residents shall be mainly developed, and regions where conditions permit shall be encouraged to strengthen resource coupling and recycling and accelerate the construction of “waste-free enterprises,” “waste-free parks” and “waste-free cities.”   (五)引导区域绿色低碳优化布局。坚持全国一盘棋,综合考虑区域产业基础、资源禀赋、环境承载力等因素,推动传统产业形成集群化、差异化的绿色低碳转型新格局。落实京津冀协同发展、长江经济带发展、粤港澳大湾区建设、长三角一体化发展、黄河流域生态保护和高质量发展等区域重大战略定位,把绿色发展和产业转型结合起来,加强跨区域产业分工合作、科技协同创新、要素优化配置。发挥地区特色和优势,综合平衡生产力、能源、资源、市场需求等要素,支持中西部和东北地区有序承接产业转移,避免低水平重复建设。严格落实生态环境分区管控要求,在符合环保、能耗、水耗、安全生产等标准要求的前提下,稳妥有序推动高载能行业向西部清洁能源优势地区转移。严格项目准入,坚决遏制高耗能、高排放、低水平项目盲目上马。推动区域产业绿色协同提升,重点发展钢化联产、炼化一体化、林浆纸一体化、以化固碳等产业耦合模式,以及冶金和建材等行业协同处置生活垃圾、向城镇居民供热等产城融合模式,鼓励有条件的地区加强资源耦合和循环利用,加快建设“无废企业”“无废园区”“无废城市”。
