| For the purposes of further improving the settlement efficiency of buyout repo transactions and enhancing market services, the National Interbank Funding Center (hereinafter referred to as the "Center") proposes to launch the quotation transaction function of selecting multiple bonds in a single buyout repo on the interbank market domestic currency trading platform, available to market institutions with permission for buyout repo transactions. | | 为进一步提升买断式回购交易结算效率，完善市场服务，全国银行间同业拆借中心（以下简称交易中心）拟在银行间市场本币交易平台推出单笔买断式回购中选择多只债券的报价交易功能，具有买断式回购交易权限的市场机构可使用该功能。 |

| Article 1 For the purposes of regulating the quotes and transactions of interbank bond market members in conducting buyout repo business on the China Interbank Market Trading System, maintaining market order, and preventing operational risks, the National Interbank Funding Center (hereinafter referred to as the "Center") formulates these Guidelines in accordance with the Measures for the Administration of Bond Trading in the National Interbank Bond Market (Order No. 2 [2000], PBC), the Provisions on the Administration of the Business of Bond Buyout Repos in the National Interbank Bond Market (Order No. 1 [2004], PBC), the Rules of Bond Trading in the National Interbank Market (No. 283 [2010], China Foreign Exchange Trade System), and other relevant rules. | | 第一条 为规范银行间债券市场成员通过中国银行间本币交易平台开展买断式回购业务的报价成交行为，维护市场秩序，防范操作风险，全国银行间同业拆借中心（以下简称交易中心）根据《全国银行间债券市场债券交易管理办法》（中国人民银行令〔2000〕第2号）、《全国银行间债券市场债券买断式回购业务管理规定》（中国人民银行令〔2004〕第1号）、《全国银行间市场债券交易规则》（中汇交发〔2010〕第283号）等有关规定制定本指引。 |
| Article 2 For the purposes of these Guidelines, "buyout repo business" means that a seller transfers an agreed amount of bonds to a buyer in exchange for money, by agreement between the two parties to the transaction that the seller repays an amount of money calculated on the basis of the agreed repo rate to the buyer, with the buyer returning the same amount of bonds of the same type to the seller. | | 第二条 本指引所称买断式回购业务是指正回购方将约定数量的债券转移过户给逆回购方以融入资金的同时，交易双方约定在未来某一日期，正回购方按约定回购利率计算的资金额向逆回购方返还资金、并由逆回购方返还相同数量同种债券。 |
