| For the purposes of implementing the Civil Code of the People's Republic of China, the Forest Law of the People's Republic of China, and the Regulation on Handling Public Complaints and Proposals, advancing the transformation of government functions, and deepening the reform of “simplifying administrative procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services,” the Ministry of Natural Resources has reviewed the departmental rules in the fields of natural resources, forestry, and grass. Upon review, the Ministry of Natural Resources has decided to repeal the following departmental rules: | | 为了贯彻实施《中华人民共和国民法典》、《中华人民共和国森林法》、《信访工作条例》，推进政府职能转变和深化“放管服”改革，自然资源部对自然资源和林草领域部门规章进行了清理。经过清理，自然资源部决定废止以下部门规章： |

Provisions on Public Complaints and Proposals Regarding Land and Resources (issued by Order No. 12 of the Ministry of Land and Resources on May 9, 2002 and amended by Order No. 32 of the Ministry of Land and Resources on January 4, 2006) | | 一、《国土资源信访规定》（2002年5月9日国土资源部令第12号公布根据2006年1月4日国土资源部令第32号修改） |
