| On July 17, 2024, the Ministry of Commerce of the People's Republic of China (the “Ministry of Commerce”) received a written application for an anti-dumping investigation submitted by Zhejiang Cenway New Materials Co., Ltd. (the “applicant”) on behalf of the domestic industry of halogenated butyl bubber in China, in which the applicant requested an anti-dumping investigation to be conducted against imports of halogenated butyl rubber originating in Canada, Japan, and India. In accordance with relevant provisions of the Anti-Dumping Regulation of the People's Republic of China, the Ministry of Commerce examined the eligibility of the applicant, the products involved in the application and the products of the same kind in China, the impact of the products involved in the application on the domestic industry, and the relevant information on the countries (regions) against which the application for the investigation is submitted, among others. | | 中华人民共和国商务部（以下简称商务部）于2024年7月17日收到浙江信汇新材料股份有限公司（以下称申请人）代表中国卤化丁基橡胶产业正式提交的反倾销调查申请，申请人请求对原产于加拿大、日本和印度的进口卤化丁基橡胶进行反倾销调查。商务部依据《中华人民共和国反倾销条例》有关规定，对申请人的资格、申请调查产品的有关情况、中国同类产品的有关情况、申请调查产品对中国产业的影响、申请调查国家的有关情况等进行了审查。 |
| According to the evidence provided by the applicant and the preliminary examination by the Ministry of Commerce, the total output of halogenated butyl rubber of the applicant complies with the provisions of Articles 11 and 13 of the Anti-Dumping Regulation of the People's Republic of China on submission of a written application for anti-dumping investigation by the domestic industry in China. Meanwhile, the written application contains the information and relevant evidence required for case-filling for anti-dumping investigation as prescribed in Articles 14 and 15 of the Anti-Dumping Regulation of the People's Republic of China. | | 根据申请人提供的证据和商务部的初步审查，申请人及支持申请企业卤化丁基橡胶合计产量符合《中华人民共和国反倾销条例》第十一条和第十三条有关国内产业提出反倾销调查申请的规定。同时，申请书中包含了《中华人民共和国反倾销条例》第十四条、第十五条规定的反倾销调查立案所要求的内容及有关证据。 |
| Based on the above examination results, the Ministry of Commerce decided, in accordance with Article 16 of the Anti-Dumping Regulation of the People's Republic of China, to initiate an anti-dumping investigation into the import of halogenated butyl rubber originating in Canada, Japan, and India as of September 14, 2024. The relevant matters are hereby announced as follows: | | 根据上述审查结果，依据《中华人民共和国反倾销条例》第十六条的规定，商务部决定自2024年9月14日起对原产于加拿大、日本和印度的进口卤化丁基橡胶进行反倾销立案调查。现将有关事项公告如下： |

| From the date of issuance of this Announcement, the Ministry of Commerce will conduct an anti-dumping investigation into imports of halogenated butyl rubber originating in Canada, Japan, and India, and the anti-dumping investigation period determined for this investigation is from January 1, 2023 to December 31, 2023, and the investigation period for industrial damages is from January 1, 2021 to December 31, 2023. | | 自本公告发布之日起，商务部对原产于加拿大、日本和印度的进口卤化丁基橡胶进行反倾销立案调查，本次调查确定的倾销调查期为2023年 1月1日至2023年12月31日，产业损害调查期为2021年1月1日至2023年12月31日。 |
