| For the purposes of implementing the decisions and arrangements made by the CPC Central Committee and the State Council, promoting the steady growth of foreign trade, and consolidating and enhancing the momentum for economic recovery and growth, with the approval of the State Council, the Several Policies and Measures for Promoting the Steady Growth of Foreign Trade are hereby issued to you for your conscientious organization of implementation. | | 为贯彻落实党中央、国务院决策部署，促进外贸稳定增长，巩固和增强经济回升向好态势，经国务院同意，现将《关于促进外贸稳定增长的若干政策措施》印发给你们，请认真组织实施。 |

| Several Policies and Measures for Promoting the Steady Growth of Foreign Trade | | 关于促进外贸稳定增长的若干政策措施 |
| I. The scale and coverage of export credit insurance underwriting shall be expanded. Enterprises are supported in exploring diversified markets, relevant insurance companies are encouraged to increase underwriting support for specialized, sophisticated, featured and innovative “little giants,” “hidden champions” and other enterprises, and the underwriting of the export credit insurance industry chain shall be expanded. | | 一、扩大出口信用保险承保规模和覆盖面。支持企业开拓多元化市场，鼓励相关保险公司加大对专精特新“小巨人”、“隐形冠军”等企业的承保支持力度，拓展出口信用保险产业链承保。 |
| II. The financing support for foreign trade enterprises shall be increased. The Export-Import Bank of China shall increase credit supply in the foreign trade field to better meet the financing needs of different types of foreign trade enterprises. Banking institutions are encouraged to continuously optimize financial services for foreign trade enterprises in terms of credit granting, loan granting, and repayment, among others, on the premise of conscientiously and effectively reviewing the authenticity of trade backgrounds and effectively managing and controlling risks. Financial institutions are encouraged to increase financing support for micro, small and medium-sized foreign trade enterprises under the principles of being market-oriented and law-based. | | 二、加大对外贸企业的融资支持力度。中国进出口银行要加强外贸领域信贷投放，更好适应不同类型外贸企业融资需求。鼓励银行机构在认真做好贸易背景真实性审核、有效管控风险的前提下，在授信、放款、还款等方面持续优化对外贸企业的金融服务。鼓励金融机构按照市场化、法治化原则，对中小微外贸企业加大融资支持力度。 |
| III. Cross-border trade settlement shall be optimized. Banking institutions shall be guided in optimizing their overseas layout and improving their capabilities of providing service guarantees for enterprises' exploration of international markets. Macro policy coordination and cooperation shall be strengthened, and the RMB exchange rates shall be maintained basically stable at an appropriate and balanced level. Financial institutions are encouraged to provide more exchange rate risk management products for foreign trade enterprises to help them improve their exchange rate risk management level. | | 三、优化跨境贸易结算。引导银行机构优化海外布局，提升对企业开拓国际市场的服务保障能力。加强宏观政策协调配合，保持人民币汇率在合理均衡水平上的基本稳定。鼓励金融机构为外贸企业提供更多汇率风险管理产品，帮助企业提升汇率风险管理水平。 |
