| To facilitate the declaration of luggage and articles by personnel entering and leaving China, the following matters are hereby announced as follows: | | 为便利进出境人员办理行李物品申报手续，现就有关事项公告如下： |
| I. If the personnel entering or leaving China carry articles that should be declared to the Customs in writing, they shall fill out the Declaration Form of the Customs of the People's Republic of China for Luggage and Articles of Personnel Entering/Leaving China (hereinafter referred to as the “Declaration Form,” see the Annex for the format), declare to the Customs in writing, and choose the “Red Channel” for customs clearance. | | 一、进出境人员携带应向海关书面申报物品的，应当填写《中华人民共和国海关进出境人员行李物品申报单》（以下称《申报单》，式样见附件），向海关书面申报，选择“红色通道”通关。 |
| II. The personnel entering or leaving China who do not carry articles that should be declared to the Customs in writing are not required to fill out the Declaration Form, and shall choose the “Green Channel” for customs clearance. | | 二、进出境人员未携带应向海关书面申报物品的，无需填报《申报单》，选择“绿色通道”通关。 |
| III. Where the personnel entering China fall under any of the following circumstances, they shall faithfully fill out the paper Declaration Form or enter electronic declaration data, be subject to customs verification, and undergo the corresponding formalities: | | 三、进境人员有下列情形之一的，应当如实填报纸质《申报单》或电子申报数据，并接受海关验核，办理相应手续： |
| 1. Carrying articles which are prohibited from entering China. | | （一）携带禁止进境物品的； |
| 2. Carrying articles which are restricted from entering China and exceed the amount or quantity limits or for which permits or any other certification materials are required to be submitted. | | （二）携带限制进境物品超过限额、限量要求或者应当提交许可证件以及其他证明材料的； |
| 3. Carrying animals, plants, animal or plant products, or other objects subject to quarantine. | | （三）携带动植物、动植物产品和其他检疫物的； |
| 4. Carrying articles related to public health and safety such as blood or other human tissues, pathogenic microbes, or biological products. | | （四）携带血液等人体组织、病原微生物、生物制品等关系公共卫生安全的物品的； |
| 5. Carrying articles that have been contaminated by quarantinable infectious diseases or have the risk of spreading quarantinable infectious diseases. | | （五）携带受到检疫传染病污染或者存在传播检疫传染病风险的物品的； |
| 6. Carrying currency notes in excess of the prescribed amounts. | | （六）携带超过规定数额货币现钞的； |
| 7. Carrying articles exceeding the specified duty-free amounts or quantity limits. | | （七）携带超过规定免税数额或者限量要求物品的； |
| 8. Carrying goods, sample goods, or articles that are for advertising purposes. | | （八）携带货物、货样、广告品的； |
| 9. Having luggage and articles transported to China separately from the personnel. | | （九）以分离运输方式运进行李物品的； |
| 10. Carrying other luggage and articles that require written declaration in accordance with the law. | | （十）携带其他依法需要书面申报行李物品的。 |
| IV. Where the personnel leaving China fall under any of the following circumstances, they shall faithfully fill out the paper Declaration Form or enter electronic declaration data, be subject to customs verification, and undergo the corresponding formalities: | | 四、出境人员有下列情形之一的，应当如实填报纸质《申报单》或电子申报数据，并接受海关验核，办理相应手续： |
| 1. Carrying articles which are prohibited from leaving China. | | （一）携带禁止出境物品的； |
| 2. Carrying articles which are restricted from leaving China and exceed the amount or quantity limits or for which permits or any other certification materials are required to be submitted. | | （二）携带限制出境物品超过限额、限量要求或者应当提交许可证件以及其他证明材料的； |
