| The departments (commissions or bureaus) of science and technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and the Bureau of Science and Technology of Xinjiang Production and Construction Corps; the Shanghai Head Office of the People's Bank of China (“PBC”), and branches of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; all local offices of the National Financial Regulatory Administration (“NFRA”); all local offices of the China Securities Regulatory Commission (“CSRC”), all exchanges, all subordinate entities, and all associations; the development and reform commissions, finance departments (bureaus) and state-owned assets supervision and administration commissions of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and the Development and Reform Commission, Financial Bureau, and State-owned Assets Supervision and Administration Commission of Xinjiang Production and Construction Corps; and all policy banks, large-scale banks, joint-stock banks, foreign-funded banks, direct banks, asset investment companies, and wealth management companies, all insurance group (holding) companies, insurance companies, and insurance assets management companies, and all financial holding companies: | | 各省、自治区、直辖市及计划单列市科技厅（委、局）、新疆生产建设兵团科技局；中国人民银行上海总部、各省、自治区、直辖市及计划单列市分行；各金融监管局；中国证监会各派出机构，各交易所，各下属单位，各协会；各省、自治区、直辖市及计划单列市发展改革委、财政厅（局）、国资委，新疆生产建设兵团发展改革委、财政局、国资委；各政策性银行、大型银行、股份制银行、外资银行、直销银行、金融资产投资公司、理财公司，各保险集团（控股）公司、保险公司、保险资产管理公司，各金融控股公司： |

| The development of science and technology finance is the inevitable way to promote the in-depth integration of scientific and technological innovation and industrial innovation. Financial capital is an important force supporting high-level self-reliance and self-improvement in science and technology. For the purposes of accelerating the establishment of a system for science and technology finance compatible with scientific and technological innovation, and supporting high-level self-reliance and self-improvement in science and technology and the construction of a powerful nation of science and technology, the following policy measures are hereby put forward. | | 发展科技金融是促进科技创新与产业创新深度融合的必由之路，金融资本是支撑高水平科技自立自强的重要力量。为加快构建同科技创新相适应的科技金融体制，支撑高水平科技自立自强和科技强国建设，现提出以下政策举措。 |

| II. Maximizing the role of venture capital as a vital force in supporting scientific and technological innovation | | 二、发挥创业投资支持科技创新生力军作用 |
| 1. Establishing the “National Venture Capital Guidance Fund.” The important role of the National Venture Capital Guidance Fund in supporting scientific and technological innovation shall be maximized, promoting the growth of technology-based enterprises shall be regarded as an important direction, strategic emerging industries, especially future industries, shall be cultivated and developed, the transformation of major scientific and technological achievements into real productive forces shall be promoted, the realization of high-level self-reliance and self-improvement in science and technology shall be accelerated, and new quality productive forces shall be cultivated and developed. | | （一）设立“国家创业投资引导基金”。发挥国家创业投资引导基金支持科技创新的重要作用，将促进科技型企业成长作为重要方向，培育发展战略性新兴产业特别是未来产业，推动重大科技成果向现实生产力转化，加快实现高水平科技自立自强，培育发展新质生产力。 |
| 2. Expanding the sources of venture capital funds. The scope of the pilot program of equity investment by asset investment companies (AICs) shall be expanded to the provinces where 18 cities are located, and insurance funds shall be supported in participating in the pilot program of equity investment by AICs. Venture capital institutions and industrial investment institutions shall be supported in conducting financing by issuing bonds and expanding direct financing channels. The National Council for Social Security Fund shall be encouraged to make equity fund investment within its own business scope and under risk prevention and control requirements to support scientific and technological innovation. The management mechanism shall be optimized, insurance funds shall be supported in participating in venture capital under market principles, and the pilot program of the reform of long-term investment of insurance funds shall be promoted.
