| Against the backdrop of the current complex international landscape, China's foreign trade enterprises are facing numerous severe challenges. For the purposes of thoroughly implementing the requirements of the decisions and arrangements made by the CPC Central Committee and the State Council, maximizing the positive role of quality certification, and giving effective assistance to foreign trade enterprises, you are hereby notified of relevant circumstances as follows. | | 在当前复杂国际形势背景下，我国外贸企业面临诸多严峻挑战。为深入贯彻党中央、国务院决策部署要求，发挥质量认证积极作用，切实帮扶外贸企业，现将有关情况通知如下。 |
| I. Optimizing the China Compulsory Certification (“CCC”) process. For products that meet compulsory national standards and have been included in the scope of CCC, under the international multilateral and bilateral mutual recognition mechanisms to which China has acceded, all designated certification institutions and laboratories of CCC shall proactively establish working mechanisms, adopt foreign examination and evaluation results in a reasonable manner, open up green and fast-track access channels for enterprises, shorten the certification time, reduce the costs of enterprises, and accelerate products' acquirement of CCC qualifications to enter the domestic market. | | 一、优化强制性产品认证（CCC认证）流程。对符合强制性国家标准并已列入CCC认证范围的产品，在我国已加入的国际多边、双边互认机制下，各CCC认证指定认证机构、实验室应主动建立工作机制，合理采信外国审核评价结果，为企业开辟绿色快速准入通道，压缩认证时间，降低企业成本，加快产品获得CCC认证资质进入国内市场的速度。 |
