| Article 1 These Measures are developed in accordance with the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, the Law on Combating Telecom and Online Fraud, the Law on the Protection of Minors, and other applicable laws and regulations for the purposes of carrying out the trusted online identity strategy, promoting the development of national public services for online identity authentication, protecting the security of citizens' identity information, and supporting the sound and well-regulated development of the digital economy. | | 第二条 本办法所称国家网络身份认证公共服务（以下简称“公共服务”），是指国家根据法定身份证件信息，依托国家统一建设的网络身份认证公共服务平台（以下简称“公共服务平台”），为自然人提供申领网号、网证以及进行身份核验等服务。 |
| | 本办法所称网号，是指与自然人身份信息相对应，由字母和数字组成、不含明文身份信息的网络身份符号；网证，是指承载网号及自然人非明文身份信息的网络身份认证凭证。网号、网证可用于在互联网服务及有关部门、行业管理、服务中非明文登记、核验自然人真实身份信息。 |
| Article 2 For the purposes of these Measures, “national public services for online identity authentication” (“public services”) means services such as applications for online identifiers, online certificates, and identity verification provided by the state to natural persons based on legal identification information and through the public service platform for online identity authentication uniformly built by the state (“public service platform”). | | 第三条 国务院公安部门、国家网信部门会同国务院民政、文化和旅游、卫生健康、广播电视等部门依照本办法和有关法律、行政法规的规定，在各自职责范围内负责网络身份认证公共服务有关工作。 |
| For the purposes of these Measures, “online identifier” means an online identifier that corresponds to the identity information of a natural person, consists of letters and numbers, and contains no plaintext identity information. “Online certificate” means an online identity authentication certificate that carries the online identifier and non-plaintext identity information of a natural person. The online identifier and online certificate can be used for the non-plaintext registration and verification of the true identity information of a natural person in Internet services and relevant authorities and industry management and services. | | |
| Article 3 The public security department of the State Council and the cyberspace administration of the state shall, in conjunction with the departments of civil affairs, culture and tourism, health, radio and television, and other departments of the State Council, be responsible for the work on national public services for online identity authentication within the scope of their respective duties in accordance with the provisions of these Measures and relevant laws and administrative regulations. | | 第四条 持有有效法定身份证件的自然人，可以自愿向公共服务平台申领网号、网证。 |
