On June 4, 2021, the General Office of the State Council issued the Opinions on Promoting the High-quality Development of Public Hospitals.
A high-quality development system for public hospitals should be built, according to the document. Aiming to build advanced hospitals at national and provincial levels, the Notice requires to establish and improve the tiered treatment system for major epidemics, in which public hospitals can play a leading role in the city healthcare system, and county-level hospitals make key contributions to medical service communities within the county. Meanwhile, the Notice calls for promoting the high-quality development of public hospitals. Efforts should be made to strengthen the construction of clinical specialties, promote innovation in medical technologies and medical service modes, and enable information technologies to play a bigger role.
Moreover, the operation and management system of public hospitals should be perfected, with improvements in comprehensive budget management, internal control system, and performance evaluation by patients. To stimulate high-quality development of public hospitals, the Notice calls on efforts in reforming the personnel management and salary distribution system, improving the evaluation and cultivation system of medical workers, and deepening the reform of medical service pricing and payment methods of medical insurance.
