NDRC Issues Notice to Regulate Credit Evaluation in Tendering and Bidding

Recently, the National Development and Reform Commission (NDRC) issued the Notice on Regulating the Application of Credit Evaluation in the Field of Tendering and Bidding. According to the Notice, leading departments responsible for constructing provincial-level social credit systems, along with those guiding the coordination of tendering and bidding, are required to promote the standardized application of the credit evaluation system within their jurisdiction. They should further take special steps to address the prominent issues in the field of bidding, establish efficient credit evaluation metrics, and make objective and impartial assessments of the credit status of enterprises. Local governments are prohibited from setting up trade barriers in the process of tendering and bidding in a disguised manner by means of credit evaluation and credit scoring. Further, all types of business entities should be guaranteed equal treatment, and no enterprises may be granted additional credit bonus points by virtue of their performance in specific administrative regions and their contributions to establishing local branches, or local tax and social security payments.
