Recently, nine departments including the Ministry of Public Security, the Committee of Political and Legislative Affairs of the CPC Central Committee, the National Working Committee on Children and Women under the State Council, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, and the National Fire and Rescue Administration jointly issued the Notice on Learning Experiences and Practices of Fujian Province to Further Strengthen the Safety Protection of Public Areas with Potential Danger. The Notice rolls out a series of measures. First, organizational promotion, supervision, and assessment should be strengthened. All localities and industry authorities are required to effectively fulfill their regulatory responsibilities within their jurisdiction. Second, safety education for adolescents should be strengthened. Effective measures should be taken to reduce potential safety risks of adolescents and children swimming and playing around unsafe water areas. Third, the Notice calls for strengthening surveillance and maintenance of key waters and areas. All localities should continue to deepen the construction of safe villages and ensure that each village has safety patrols and each pond is under regular supervision. Fourth, risk management, control, and rectification should be fortified. Departments of public security, water resources, agriculture and rural affairs, and culture and tourism should organize dragnet screening on hidden risks of drownings and casualties annually. Fifth, multidimensional prevention and emergency rescue should be strengthened. Joint response mechanisms of emergency rescue integrating unified command, concurrent dispatch, and joint action should be established.
