Recently, the General Office of the State Council issued the Three-year Action Plan for Improving the Quality of Administrative Law Enforcement (2023-2025).
The Plan emphasizes the comprehensive improvement of the quality and capacity of administrative enforcement personnel. Comprehensive measures should be taken to ensure the strict regulation of fair and civilized law enforcement, with a focus on tackling prominent problems in administrative law enforcement. To enhance the quality of law enforcement, the Plan urges to improve the working system and put forward the reform on the system, ensuring the empowerment of villages, towns, and sub-districts. It also calls for moving faster to develop sound working systems and mechanisms for coordination and supervision of administrative law enforcement. For better supervision through science and technology, it requires building an information system for administrative law enforcement and its quality supervision. Further, coordinated efforts should be made to provide better support for administrative law enforcement. In particular, a stronger talent team, rights protection, and financial support are stressed in the Plan.
