| 2024-2025 Energy Conservation and Carbon Reduction Action Plan | | 2024—2025年節能降碳行動方案 |
| Energy conservation and carbon reduction are important measures to actively and steadily promote peak carbon dioxide emissions and carbon neutrality, comprehensively promote the Beautiful China Initiative, and facilitate the comprehensive green transformation of economic and social development. This Plan is formulated for the purposes of increasing efforts to promote energy conservation and carbon reduction and taking practical and effective measures and making every effort to complete the binding indicators for energy conservation and carbon reduction in the 14th Five-Year Plan. | | 節能降碳是積極穩妥推進碳達峰碳中和、全面推進美麗中國建設、促進經濟社會發展全面綠色轉型的重要舉措。為加大節能降碳工作推進力度,采取務實管用措施,盡最大努力完成“十四五”節能降碳約束性指標,制定本方案。 |
| I. General requirements | | 一、總體要求 |
| Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th National Congress of the Communist Party of China shall be thoroughly implemented, and Xi Jinping Economic Thought and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be fully implemented. The underlying principle of pursuing progress while ensuring stability shall be upheld, and the new development philosophy on all fronts shall be fully and faithfully applied. The principle of giving priority to conservation shall be consistently adhered to, the regulation of total energy consumption and intensity shall be improved, and the focus shall be placed on controlling fossil energy consumption. Carbon emission intensity management shall be strengthened, special actions for energy conservation and carbon reduction in different fields and industries shall be implemented, and energy conservation and carbon reduction shall be carried out at a higher level and with higher quality. | By 2024, energy consumption per unit of GDP and carbon dioxide emissions will be reduced by about 2.5% and 3.9% respectively, energy consumption per unit of added value of industrial enterprises above designated size will be reduced by about 3.5%, and the proportion of non-fossil energy consumption will reach about 18.9%. In key fields and industries, the energy-saving and carbon-reduction transformation has saved approximately 50 million tons of standard coal and reduced carbon dioxide emissions by approximately 130 million tons. | | 2024年,單位國內生產總值能源消耗和二氧化碳排放分別降低2.5%左右、3.9%左右,規模以上工業單位增加值能源消耗降低3.5%左右,非化石能源消費占比達到18.9%左右,重點領域和行業節能降碳改造形成節能量約5000萬噸標准煤、減排二氧化碳約1.3億噸。 |
| By 2025, the proportion of non-fossil energy consumption will reach about 20%. In key fields and industries, the energy-saving and carbon-reduction transformation has saved approximately 50 million tons of standard coal and reduced carbon dioxide emissions by approximately 130 million tons. | II. Key tasks | | 二、重點任務 |
| 1. Actions to reduce and replace fossil energy consumption | | (一)化石能源消費減量替代行動 |
| (1) Strictly and reasonably controlling coal consumption. The clean and efficient use of coal shall be strengthened, the low-carbon transformation and construction of coal-fired power plants shall be promoted, and the "three-in-one" transformation of coal-fired power plants shall be advanced: energy-saving and carbon reduction, flexibility, and heating transformation. Total coal consumption control in key areas for air pollution prevention and control shall be strictly implemented, with a focus on reducing non-power coal use, and the shutdown and integration of coal-fired boilers, clean energy substitution for industrial kilns, and management of scattered coal shall continue to be promoted. For construction and expansion of coal-using projects in key areas for air pollution control, replacements equal to coal reduction shall be implemented in accordance with the law. The scale of the semi-coke (lignite) industry shall be reasonably controlled. By the end of 2025, scattered coal in the plains of key areas for air pollution prevention and control shall be basically eliminated, and coal-fired boilers of 35 tons of steam per hour or less and all kinds of coal-fired facilities shall be basically eliminated. | | 1.嚴格合理控制煤炭消費。加強煤炭清潔高效利用,推動煤電低碳化改造和建設,推進煤電節能降碳改造、靈活性改造、供熱改造“三改聯動”。嚴格實施大氣汙染防治重點區域煤炭消費總量控制,重點削減非電力用煤,持續推進燃煤鍋爐關停整合、工業窯爐清潔能源替代和散煤治理。對大氣汙染防治重點區域新建和改擴建用煤項目依法實行煤炭等量或減量替代。合理控制半焦(蘭炭)產業規模。到2025年底,大氣汙染防治重點區域平原地區散煤基本清零,基本淘汰35蒸噸/小時及以下燃煤鍋爐及各類燃煤設施。 |
| (2) Optimizing oil and gas consumption structure. Oil consumption shall be reasonably regulated, and advanced liquid biofuels and sustainable aviation fuels shall be promoted. The large-scale development of unconventional oil and gas resources such as shale oil (gas), coal-bed methane, and tight oil (gas) shall be accelerated. Natural gas consumption shall be guided in an orderly manner, giving priority to ensuring residents' lives and clean heating in northern China. Only existing self-owned units of petrochemical enterprises may use high-sulfur petroleum coke as fuel. | | 2.優化油氣消費結構。合理調控石油消費,推廣先進生物液體燃料、可持續航空燃料。加快頁岩油(氣)、煤層氣、致密油(氣)等非常規油氣資源規模化開發。有序引導天然氣消費,優先保障居民生活和北方地區清潔取暖。除石化企業現有自備機組外,不得采用高硫石油焦作為燃料。 |
| 2. Action to increase non-fossil energy consumption | | (二)非化石能源消費提升行動 |
| (1) Increasing efforts to develop non-fossil energy. The construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi, and wastelands shall be accelerated. Offshore wind power shall be developed in a reasonable and orderly manner, the large-scale development and utilization of ocean energy shall be promoted, and the development and utilization of distributed new energy shall be advanced. Large-scale hydropower bases shall be built in an orderly manner, nuclear power shall be developed actively, safely, and in an orderly manner, biomass energy shall be developed according to local conditions, and the promotion of hydrogen energy development shall be coordinated. By the end of 2025, the proportion of non-fossil energy power generation in the country will reach about 39%. | | 1.加大非化石能源開發力度。加快建設以沙漠、戈壁、荒漠為重點的大型風電光伏基地。合理有序開發海上風電,促進海洋能規模化開發利用,推動分布式新能源開發利用。有序建設大型水電基地,積極安全有序發展核電,因地制宜發展生物質能,統籌推進氫能發展。到2025年底,全國非化石能源發電量占比達到39%左右。 |
| (2) Improving the ability to consume renewable energy. The construction of transmission channels for large-scale wind power and photovoltaic bases shall be accelerated to enhance cross-provincial and cross-regional power transmission capabilities. The transformation of distribution networks shall be accelerated to enhance the carrying capacity of distributed new energy. Pumped storage and new energy storage shall be actively developed. New technologies and models such as microgrids, virtual power plants, and vehicle-grid interaction shall be vigorously developed. By the end of 2025, the installed capacity for pumped storage and new energy storage in the country will exceed 62 million kilowatts and 40 million kilowatts, respectively; the demand response capacity of each region shall generally reach 3%-5% of the maximum electricity load, and the demand response capacity of regions where the annual maximum electricity load peak-to-valley difference exceeds 40% will reach more than 5% of the maximum electricity load. | | 2.提升可再生能源消納能力。加快建設大型風電光伏基地外送通道,提升跨省跨區輸電能力。加快配電網改造,提升分布式新能源承載力。積極發展抽水蓄能、新型儲能。大力發展微電網、虛擬電廠、車網互動等新技術新模式。到2025年底,全國抽水蓄能、新型儲能裝機分別超過6200萬千瓦、4000萬千瓦;各地區需求響應能力一般應達到最大用電負荷的3%—5%,年度最大用電負荷峰谷差率超過40%的地區需求響應能力應達到最大用電負荷的5%以上。 |
| (3) Vigorously promoting non-fossil energy consumption. The scale of new energy development shall be scientifically and reasonably determined, and conditional on ensuring economic feasibility, the utilization rate of new energy in areas with good resource conditions may be reduced to 90%. Regions that lag behind in energy conservation and carbon reduction indicators in the first three years of the "14th Five-Year Plan" period shall implement non-fossil energy consumption undertakings for new projects; in the last two years of such period, the proportion of non-fossil energy consumption in new high-energy-consuming projects shall not be less than 20%; and regions are encouraged to increase the required proportion based on their actual conditions. The connection between the trading of renewable energy green electricity certificates ("green certificates") and energy-saving and carbon reduction policies shall be strengthened, and full coverage of green certificate issuance shall be achieved by the end of 2024. | | 3.大力促進非化石能源消費。科學合理確定新能源發展規模,在保證經濟性前提下,資源條件較好地區的新能源利用率可降低至90%。“十四五”前三年節能降碳指標進度滯後地區要實行新上項目非化石能源消費承諾,“十四五”後兩年新上高耗能項目的非化石能源消費比例不得低于20%,鼓勵地方結合實際提高比例要求。加強可再生能源綠色電力證書(以下簡稱綠證)交易與節能降碳政策銜接,2024年底實現綠證核發全覆蓋。 |
| 3. Energy conservation and carbon reduction action in the steel industry | | (三)鋼鐵行業節能降碳行動 |
| (1) Strengthening the regulation of steel production capacity and output. The replacement of steel production capacity shall be strictly implemented, the addition of new steel production capacity in the name of mechanical processing, casting, and ferroalloys, among others, shall be strictly prohibited, and the resurgence of substandard steel production capacity shall be strictly prevented. Crude steel production shall continue to be regulated in 2024. Regions that lag behind in achieving energy conservation and carbon reduction targets in the first three years of the "14th Five-Year Plan" period shall, in principle, not add new steel production capacity in the last two years of the period. Constructed and expanded steel smelting projects must meet energy efficiency benchmark levels and environmental performance level A. | | 1.加強鋼鐵產能產量調控。嚴格落實鋼鐵產能置換,嚴禁以機械加工、鑄造、鐵合金等名義新增鋼鐵產能,嚴防“地條鋼”產能死灰複燃。2024年繼續實施粗鋼產量調控。“十四五”前三年節能降碳指標完成進度滯後的地區,“十四五”後兩年原則上不得新增鋼鐵產能。新建和改擴建鋼鐵冶煉項目須達到能效標杆水平和環保績效A級水平。 |
| (2) Deeply adjusting the steel product structure. High-end steel products such as high-performance special steel shall be vigorously developed, and the export of low value-added basic raw materials shall be strictly controlled. The integrated layout of steel, coking, and sintering shall be promoted, and the number of independent coking, sintering, and hot rolling enterprises and processes shall be significantly reduced. The recycling of scrap steel shall be vigorously promoted, and the development of electric furnace short-process steelmaking shall be supported. By the end of 2025, the proportion of electric furnace steel production to the total crude steel production shall be increased to 15%, and the utilization of scrap steel shall reach 300 million tons. | | 2.深入調整鋼鐵產品結構。大力發展高性能特種鋼等高端鋼鐵產品,嚴控低附加值基礎原材料產品出口。推行鋼鐵、焦化、燒結一體化布局,大幅減少獨立焦化、燒結和熱軋企業及工序。大力推進廢鋼循環利用,支持發展電爐短流程煉鋼。到2025年底,電爐鋼產量占粗鋼總產量比例力爭提升至15%,廢鋼利用量達到3億噸。 |
| 3. Accelerating energy conservation and carbon reduction transformation in the steel industry. The comprehensive utilization of blast furnace top gas, coke oven gas waste heat, and low-grade waste heat shall be promoted, along with technologies for connecting processes such as ladle transfer of molten iron and hot feeding and charging of casts. The exemplary application of low-carbon smelting technologies such as hydrogen metallurgy shall be strengthened. By the end of 2025, production capacity above the energy efficiency benchmark level in the steel industry will account for 30%, production capacity below the energy efficiency benchmark level will have either been technically transformed or eliminated, and more than 80% of the country's steel production capacity will have undergone ultra-low emission transformation. Compared with 2023, the comprehensive energy consumption per ton of steel will be reduced by about 2%, and the waste heat, waste pressure, and waste energy-fired self-generation rate will increase by more than 3 percentage points. From 2024 to 2025, the energy-saving and carbon-reduction transformation of the steel industry will save energy equivalent to about 20 million tons of standard coal and reduce carbon dioxide emissions by about 53 million tons. | | 3.加快鋼鐵行業節能降碳改造。推進高爐爐頂煤氣、焦爐煤氣余熱、低品位余熱綜合利用,推廣鐵水一罐到底、鑄坯熱裝熱送等工序銜接技術。加強氫冶金等低碳冶煉技術示範應用。到2025年底,鋼鐵行業能效標杆水平以上產能占比達到30%,能效基准水平以下產能完成技術改造或淘汰退出,全國80%以上鋼鐵產能完成超低排放改造;與2023年相比,噸鋼綜合能耗降低2%左右,余熱余壓余能自發電率提高3個百分點以上。2024—2025年,鋼鐵行業節能降碳改造形成節能量約2000萬噸標准煤、減排二氧化碳約5300萬噸。 |
| 4. Energy conservation and carbon reduction action in the petrochemical and chemical industries | | (四)石化化工行業節能降碳行動 |
| (1) Strictly implementing policies and requirements for the petrochemical and chemical industries. The binding effect of the planned layout of the petrochemical industry shall be strengthened. New production capacity in industries such as oil refining, calcium carbide, ammonium phosphate, and yellow phosphorus shall be strictly controlled, the construction of polyvinyl chloride and vinyl chloride production capacity using mercury shall be prohibited, and the scale of new delayed coking production shall be strictly controlled. Newly constructed, reconstructed, and expanded petrochemical and chemical projects must meet energy efficiency benchmark levels and environmental performance level A. Replacement production capacity must shut down and remove main production facilities in a timely manner as required. Atmospheric and vacuum distillation equipment with an annual capacity of 2 million tons or less shall be completely eliminated. By the end of 2025, the country's crude oil processing capacity will hold within 1 billion tons. | | 1.嚴格石化化工產業政策要求。強化石化產業規劃布局剛性約束。嚴控煉油、電石、磷銨、黃磷等行業新增產能,禁止新建用汞的聚氯乙烯、氯乙烯產能,嚴格控制新增延遲焦化生產規模。新建和改擴建石化化工項目須達到能效標杆水平和環保績效A級水平,用于置換的產能須按要求及時關停並拆除主要生產設施。全面淘汰200萬噸/年及以下常減壓裝置。到2025年底,全國原油一次加工能力控制在10億噸以內。 |
| (2) Accelerating energy conservation and carbon reduction transformation in the petrochemical and chemical industries. Energy system optimization shall be implemented, the recycling and utilization of high-pressure and low-pressure steam, exhaust gas, waste heat, and waste pressure shall be strengthened, and energy-saving equipment such as large high-efficiency compressors and advanced gasification furnaces shall be promoted. By the end of 2025, production capacity above the energy efficiency benchmark level in the refining, ethylene, synthetic ammonia, and calcium carbide industries will account for more than 30%, and production capacity below the energy efficiency benchmark level will have been technologically transformed or obsoleted. From 2024 to 2025, the energy-saving and carbon-reduction transformation of the petrochemical and chemical industries will save energy equivalent to about 40 million tons of standard coal and reduce carbon dioxide emissions by about 110 million tons. | | 2.加快石化化工行業節能降碳改造。實施能量系統優化,加強高壓低壓蒸汽、馳放氣、余熱余壓等回收利用,推廣大型高效壓縮機、先進氣化爐等節能設備。到2025年底,煉油、乙烯、合成氨、電石行業能效標杆水平以上產能占比超過30%,能效基准水平以下產能完成技術改造或淘汰退出。2024—2025年,石化化工行業節能降碳改造形成節能量約4000萬噸標准煤、減排二氧化碳約1.1億噸。 |
