| Between 2007 and 2009, judgment debtor [REDACTED] Construction Company in Zhejiang failed to perform its obligations in over 40 cases in courts in Hangzhou, Taizhou, Huzhou, Jinhua, Zhoushan and other places in Zhejiang Province as the judgment debtor, and the amounts requested totaled over 26,000,000 yuan. The underlying causes of action in these cases included sales contract disputes, construction contract disputes, processing contract disputes and leasing contract disputes. | | 2007至2009年间，被执行人浙江某建设公司在浙江省杭州、台州、湖州、金华、舟山等地法院有40余件案件未履行，涉及标的金额共计2600多万元。这些案件的案由包括买卖合同纠纷、建设工程承包合同纠纷、承揽合同纠纷、租赁合同纠纷等。 |
| ．．．．．． | | 在执行过程中，被执行人认为这些纠纷引起的债务应由各地的项目经营部或项目经理个人承担，项目经营部与公司总部之间财务独立，公司总部不应承担履行义务，因而态度消极，对调查财产等很少配合。2009年3月，浙江省高级人民法院（以下简称浙江高院）执行局与浙江省信用中心建立了联建共享省公共联合征信平台的工作机制，浙江高院通过全省法院执行案件管理系统将全省各级法院所有超过3个月未实际执结的案件信息提取出来，包括被执行人姓名（单位名称、法定代表人姓名）、身份证号码（组织机构代码）、住址、未履行金额、案号、执行法院等信息，分别形成个人和单位未履行生效裁判失信信息数据库，交省信用中心导入省联合公共征信平台，在信用浙江网上予以公开，供社会各界开放查询，并应用于金融、招投标和政府监管等领域，促进信用联防奖惩机制的形成。该建筑公司的上述40余起案件均在公布之列，形成40多条失信记录。 |
