1. Basic Facts (一)基本案情
In 2011, defendant Li [REDACTED]quan obtained a grade-3 disability certificate for limbs through Zhang [REDACTED]ya (deceased) without any physical disability, and gained the status of a full-time member of the local disabled persons' federation by using such certificate. During the disability certificate verification in 2020, for the purpose of keeping the disability certificate, Li [REDACTED]quan sought help from Zhao [REDACTED] (punished in another case) and paid him a reward for go-between. He smoothly passed the verification and obtained a grade-4 disability certificate for limbs. Li [REDACTED]quan fraudulently obtained the living subsidy for disabled persons in difficulty issued by the State in a total amount of 6,400 yuan. 2011年,被告人李某全在身体没有残疾的情况下,通过张某亚(已死亡)违规办理了肢体三级残疾证,并利用该残疾证获得当地残联专职委员的身份。2020年残疾证检证时,为保住残疾证,李某全找到赵某(另案处理)帮忙并支付好处费,顺利通过检证程序,获得肢体四级残疾证。李某全利用残疾证骗取国家发放的困难残疾人生活补贴共计6400元。
