| The competent departments of industry and information technology, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission and the China Securities Regulatory Commission of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning and the Xinjiang Production and Construction Corps, all relevant entities: | | 各省、自治区、直辖市及计划单列市、新疆生产建设兵团工业和信息化、科技、财政、商务、国资、证监主管部门，各有关单位： |
| High-quality manufacturing enterprises shall focus on industry and take steps to improve their main business. With a great innovation capability, high quality and efficiency, and a greater driving force for the industry, they shall play a leading role in upgrading China from a manufacturer of quantity to one of quality. Accelerating the cultivation and development of high-quality manufacturing enterprises is a prerequisite for invigorating market entities and promoting the high-quality development of the manufacturing industry, and an urgent need to prevent and defuse risks and hidden dangers and improve the independent control capacity of the industrial chain and supply chain. For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council and accelerating the cultivation and development of high-quality enterprises, such as technologically advanced ‘little giant' enterprises, enterprises leading an individual field of the manufacturing industry, and leading enterprises in the industry chain (hereinafter respectively referred to as ‘little giant' enterprises, champions in individual fields, and leading enterprises), the following opinions are hereby offered. | | 制造业优质企业聚焦实业、做精主业，创新能力强、质量效益高、产业带动作用大，在制造强国建设中发挥领头雁、排头兵作用。加快培育发展制造业优质企业，是激发市场主体活力、推动制造业高质量发展的必然要求，是防范化解风险隐患、提升产业链供应链自主可控能力的迫切需要。为贯彻落实党中央、国务院决策部署，加快培育发展以专精特新“小巨人”企业、制造业单项冠军企业、产业链领航企业（以下简称“小巨人”企业、单项冠军企业、领航企业）为代表的优质企业，现提出以下意见。 |
| I. Accurately grasping the overall requirements of cultivating and developing high-quality enterprises: Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 19th CPC National Congress and the second, third, fourth, and fifth plenary sessions of the 19th CPC Central Committee and the Central Economic Working Conference shall be fully implemented. At the new development stage, the new development philosophy shall be put into practice, and a new pattern of development shall be created. High-quality development of enterprises shall be taken as the theme, and the system concept shall be upheld. Development and security shall be coordinated, and efforts shall be made to improve the system and policies, optimize services, and strive to strengthen the capacity for independent innovation and play a leading role. High-quality enterprises shall be encouraged to continue to grow stronger, better and bigger, and the industrial chain and supply chain shall be modernized, so as to elevate the manufacturer of quality to a new level. | | 一、准确把握培育发展优质企业的总体要求。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中、五中全会精神，立足新发展阶段，贯彻新发展理念，构建新发展格局，以推动企业高质量发展为主题，坚持系统观念，统筹发展和安全，健全体系、完善政策、优化服务，着力增强自主创新能力，着力发挥引领带动作用，推动优质企业持续做强做优做大，促进提升产业链供应链现代化水平，推进制造强国建设不断迈上新台阶。 |
| II. Building a gradient cultivation pattern for high-quality enterprises: The selection criteria shall be established and improved by category, and the role model for 'little giant' enterprises, champions in individual fields, and leading enterprises shall be made. The working mechanism for gradient cultivation shall be improved, and technologically advanced small and medium-sized enterprises shall be guided in growing into ‘little giant' leading enterprises in the domestic market. In key industries and sectors, ‘little giant' and other enterprises shall be encouraged to develop into champions in individual fields in the international market, and large enterprise groups to develop into leading enterprises with ecological dominance and international competitiveness. A gradient cultivation pattern will preliminarily take shape by 2025, which will witness tens of thousands of ‘little giant' enterprises, thousands of champions in individual fields, and a number of leading enterprises. (The Ministry of Industry and Information Technology and the State-owned Assets Supervision and Administration Commission of the State Council shall be responsible for the aforementioned task according to the division of duties) | | 二、构建优质企业梯度培育格局。分类制定完善遴选标准，选树“小巨人”企业、单项冠军企业、领航企业标杆。健全梯度培育工作机制，引导“专精特新”中小企业成长为国内市场领先的“小巨人”企业，聚焦重点行业和领域引导“小巨人”等各类企业成长为国际市场领先的单项冠军企业，引导大企业集团发展成为具有生态主导力、国际竞争力的领航企业。力争到2025年，梯度培育格局基本成型，发展形成万家“小巨人”企业、千家单项冠军企业和一大批领航企业。（工业和信息化部、国务院国资委按照职责分工负责） |
| III. Improving the independent innovation capacity of high-quality enterprises: The efforts to participate in the development of innovation platforms such as manufacturing innovation centers and national engineering technology research centers shall be supported. Major national science and technology projects and major technology and equipment innovation and development projects shall be undertaken. Participation in major projects of information technology application and innovation shall be encouraged, and experience and achievements shall be promoted. The digital development of industries shall be promoted, and the promotion and application of independent controllable industrial software shall be vigorously advanced to improve the increased use of software by enterprises. Innovation consortiums or strategic alliances for technological innovation shall be established through high-quality enterprises. Collaborative innovation shall be conducted, and efforts shall be doubled to make breakthroughs in the fields of basic spare parts, basic electronic components, basic software, basic materials, basic processes, high-end instruments and equipment, integrated circuits, and network security and demonstrate the applications in the aforesaid field. Major national research infrastructure and large research instruments shall be open to high-quality enterprises, and production and application demonstration platforms and public service platforms for basic industrial technologies shall be built. (The Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission of the State Council shall be responsible for the aforementioned task according to the division of duties) | | 三、提高优质企业自主创新能力。支持参与制造业创新中心、国家工程技术研究中心等创新平台建设，承担国家重大科技项目、重大技术装备创新发展工程。引导参与信息技术应用创新重大工程，推广经验成果。推动产业数字化发展，大力推动自主可控工业软件推广应用，提高企业软件化水平。依托优质企业组建创新联合体或技术创新战略联盟，开展协同创新，加大基础零部件、基础电子元器件、基础软件、基础材料、基础工艺、高端仪器设备、集成电路、网络安全等领域关键核心技术、产品、装备攻关和示范应用。推动国家重大科研基础设施和大型科研仪器向优质企业开放，建设生产应用示范平台和产业技术基础公共服务平台。（科技部、工业和信息化部、国务院国资委按照职责分工负责） |
