| For the purposes of strengthening the control of substances used in narcotics manufacture in accordance with the law, the General Office of the China National Narcotics Control Commission made public the Notice by the General Office of the China National Narcotics Control Commission of the Prevention of the Proliferation of Substances Used in Narcotics Manufacture, as Well as Non-Scheduled Substances and Equipment Capable of Being Used in Narcotics Manufacture on November 10. | | 为依法加强对制毒物品的管控，国家禁毒委员会办公室11月10日向全社会发布《国家禁毒委员会办公室关于防范制毒物品和非列管可制毒化学品及设备流失的通告》。 |
| The Notice comprises 13 articles, including the provisions of laws and regulations, such as the Criminal Law of the People's Republic of China, the Narcotics Control Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulation on the Administration of Precursor Chemicals, concerning crimes related to substances used in narcotics manufacture, complicity in narcotics manufacture, tax evasion crimes, smuggling crimes, online information release, as well as anti-money laundering and foreign exchange management regulations. It also includes requirements for postal enterprises, courier enterprises, logistics enterprises, international freight forwarding enterprises, and other entities and individuals regarding the prevention of illegal acts and crimes related to substances used in narcotics manufacture, to remind relevant enterprises and individuals to comply with relevant national laws and regulations when engaging in business activities, prevent overseas legal risks, and safeguard the legitimate rights and interests of Chinese enterprises and citizens. | | 《通告》共十三条，涉及《中华人民共和国刑法》《中华人民共和国禁毒法》《中华人民共和国海关法》《易制毒化学品管理条例》等法律法规对制毒物品犯罪、制毒共犯、偷逃税款犯罪、走私犯罪、网络信息发布以及反洗钱和外汇管理相关规定，以及针对邮政企业、快递企业、物流企业、国际货运代理企业及其他单位和个人关于防范制毒物品相关违法犯罪的要求，以提醒相关企业和个人在从事经营活动时遵守国家相关法律法规，防范境外法律风险，维护我国企业和公民合法权益。 |
