| For the purposes of implementing the decisions and arrangements of the Party Central Committee and the State Council on accelerating the transformation and upgrading of traditional industries, optimizing the layout of the cocoon and silk industry, building a modern industrial system featuring balanced development across the eastern, central, and western regions, and advancing the high-quality development of the cocoon and silk industry, you are hereby notified of the following matters concerning the launch of the “East-West Consolidation” initiative: | | 为贯彻落实党中央、国务院关于加快传统产业转型升级的决策部署，优化茧丝绸产业布局，构建东中西部均衡发展的现代化产业体系，推动茧丝绸产业高质量发展，现就开展“东绸西固”工作有关事项通知如下： |
| I. General requirements | | 一、总体要求 |
| Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th National Party Congress and all plenary sessions of the 20th Party Central Committee shall be fully implemented, government guidance, market dominance, pursuit of progress while ensuring stability, and establishment before abolition shall be adhered to, and the cocoon and silk resource endowment and industrial foundation across the eastern, central, and western regions shall be coordinated. To meet the needs of the gradient transfer of the cocoon and silk industry, new quality productive forces shall be developed based on local conditions. The development of a modern cocoon and silk industrial system shall be advanced in a solid manner to create new international competitive advantages and establish a new development pattern of the cocoon and silk industry in which “the eastern region shall lead innovation, the central and western regions shall support capacity, and the three regions shall develop in coordination and complementarity.” | | 以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届历次全会精神，坚持政府引导、市场主导、稳中求进、先立后破，统筹东中西部茧丝绸资源禀赋和产业基础，适应茧丝绸产业梯次转移需求，因地制宜发展新质生产力，扎实推进茧丝绸现代产业体系建设，打造国际竞争新优势，形成茧丝绸产业“东部创新引领、中西部产能支撑、东中西部协同互补”的发展新格局。 |
| By 2028, the eastern region shall cultivate around ten leading enterprises in the industry with annual revenue exceeding 10 billion yuan, and no less than 20 domestic and international well-known brands with independent intellectual property rights and global marketing networks. The proportion of high-end silk product exports in this region shall exceed 50%. The central and western regions shall establish a number of high-quality development clusters in the cocoon and silk industry, cultivate not less than ten leading enterprises with annual revenue exceeding 500 million yuan, and ensure that the output of high-quality cocoons, silk, and pongee accounts for no less than 75% in the regions. Breakthroughs shall be made in ten key technologies such as intelligent reeling, machine cocoon sorting, and green dyeing, and the total national output of the cocoon and silk industry shall exceed 300 billion yuan. | | 到2028年，东部地区打造 10 家左右营收超100亿元的行业领军企业，培育20个以上拥有自主知识产权、国际营销网络的国内外知名品牌，高端丝绸产品出口在本区域占比超过 50%。中西部地区建成一批茧丝绸产业高质量发展集聚区，培育10家以上营收超5亿元的龙头企业，优质茧、丝、绸产量在本区域占比达到75%以上。突破智能缫丝、机器选茧、绿色印染等10项关键技术，全国茧丝绸总产值突破3000亿元。 |
| II. Key tasks | | 二、重点任务 |
| 1. The central and western regions shall extend the industrial chain and solidify the foundation for industrial development. | | （一）中西部地区延伸产业链条，夯实产业发展基础。 |
| (1) Enhancing the capacity for cocoon and silk supply. The layout of sericulture regions shall be optimized, the integrated promotion of green, high-quality, and efficient technical models shall be accelerated, and the development of characteristic agricultural insurance for the mulberry and silkworm industry shall be supported. The notarial inspection and transaction settlement system shall continue to be implemented to ensure the high-quality and stable supply of raw cocoon and silk materials. Existing silk reeling enterprises shall be prompted to stabilize production capacity, upgrade outdated equipment, optimize silk-making processes, and improve the quality of raw silk products. A number of technical transformation projects for the cocoon and silk industry shall be implemented to promote the application of advanced technology and equipment such as machine cocoon sorting, intelligent cocoon cooking, short-process silk reeling, and electronic raw silk detection. The classification and labeling of dry and fresh cocoons and silk threads shall be explored. The mulberry industry shall be enabled to play its role in comprehensive management of soil erosion, desertification, and rocky desertification to build a green industrial system and an ecological security barrier system. | | 1.增强茧丝保障能力。优化蚕桑区域布局，加快集成推广绿色高质高效技术模式，支持发展桑蚕业特色农产品保险。继续推行公证检验交易结算制度，保障茧丝原料高质稳定供给。推动现有缫丝企业稳定产能，改造落后设备，优化制丝工艺，提升生丝产品质量。实施一批茧丝绸产业技改项目，推动机器选茧、智能煮茧、短流程制丝、生丝电子检测等先进技术装备的应用。探索干鲜茧丝分类标识。发挥桑产业在综合治理水土流失、荒漠化和石漠化方面的优势作用，构建绿色产业体系和生态安全屏障体系。 |
