| Chapter I General Provisions | | 第一章 总则 |
| Article 1 These Measures are formulated for the purposes of deeply implementing the strategy of building a manufacturing powerhouse, improving the industrial technology infrastructure support system, cultivating authoritative, foundational, and forward-looking public service platforms for industrial technology infrastructure, strengthening the operational management of existing public service platforms for industrial technology infrastructure, coordinating the efficient aggregation of industrial technology infrastructure elements, and enhancing the overall service capacity of the platforms, so as to enable them to effectively serve the transformation and upgrading of traditional industries, the development and expansion of emerging industries, and the cultivation of future industries, thereby promoting the integrated development of scientific and technological innovation with industrial innovation. | | 第一条 为深入实施制造强国战略，健全产业基础支撑体系，培育一批具备权威性、基础性、前瞻性的产业技术基础公共服务平台，加强对现有产业技术基础公共服务平台运行管理，统筹产业技术基础要素高效集聚，提升平台综合服务能力，使其有效服务于传统产业转型升级、新兴产业发展壮大和未来产业布局培育，推进科技创新与产业创新融合发展，制定本办法。 |
| Article 2 For the purpose of these Measures, the term “public service platform for industrial technology infrastructure” (a “service platform”) means a specialized institution that, in response to industrial development needs, provides foundational technical support services, including metrology and testing, standards verification and testing, quality and reliability testing, certification and accreditation, industrial information services, intellectual property services, and the commercialization of technological achievements, for full-chain technological innovation activities from research and development through industrialization in key fields of industry and information technology, and that has demonstrated outstanding performance, high credibility, close alignment with industry needs, and a demonstrative and leading role. | | 第二条 本办法所称产业技术基础公共服务平台（以下简称服务平台），是围绕产业发展需求，为工业和信息化重点领域从技术研发到产业化全链条技术创新活动提供计量检测、标准验证与检测、质量可靠性试验检测、认证认可、产业信息、知识产权、技术成果转化等技术基础支撑服务，且业绩突出、公信度高、紧贴行业、具有示范带动作用的专业化机构。 |
| Article 3 Applications for service platforms shall be voluntary. Service platforms shall be recommended on a merit basis. The development of service platforms shall follow the principles of coordinated planning, rational layout, application-driven development, and dynamic management. | | 第三条 服务平台的申报实行自愿申报、择优推荐。服务平台建设应当遵循统筹规划、合理布局、应用牵引、动态管理的原则。 |
| Article 4 The Ministry of Industry and Information Technology shall be responsible for the guidance and administration of service platforms. | | 第四条 工业和信息化部负责对服务平台进行指导和管理。 |
| The industry and information technology departments of provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and the Xinjiang Production and Construction Corps (collectively, “provincial-level industry and information technology departments”), as well as enterprises administered by the Central Government, shall respectively be responsible for the establishment, recommendation, and related administration of service platforms within their respective jurisdictions or enterprises. | | 各省、自治区、直辖市、计划单列市及新疆生产建设兵团工业和信息化主管部门（以下统称省级工业和信息化主管部门）、中央管理企业集团分别负责本地区、本企业所属服务平台的创建、推荐及相关管理工作。 |
| Chapter II Application | | 第二章 申报 |
| Article 5 An applicant for a service platform shall clearly specify the industries and sectors to be served and the scope of services. | | 第五条 服务平台申报单位应当明确申报的服务行业领域及服务范围。 |
| Key industries and sectors to be served include equipment manufacturing, petrochemicals and chemicals, iron and steel, non-ferrous metals, building materials, light industry, textiles, food, pharmaceuticals, new-generation information technology, biotechnology, new energy, new materials, new energy vehicles, instrumentation, safety and emergency management, civil explosive materials, civil aviation, shipbuilding and marine engineering, green and environmental protection, artificial intelligence, the metaverse, brain–computer interfaces, quantum information, and new-type energy storage technologies, among others. | | 服务重点行业和领域包括装备、石化化工、钢铁、有色、建材、轻工、纺织、食品、医药、新一代信息技术、生物技术、新能源、新材料、新能源汽车、仪器仪表、安全应急、民用爆炸物品、民用航空、船舶与海洋工程、绿色环保、人工智能、元宇宙、脑机接口、量子信息、新型储能等； |
| The scope of services shall primarily include metrology and testing, standards verification and testing, quality and reliability testing, certification and accreditation, industrial information services, intellectual property services, and the commercialization of technological achievements. | | 服务范围主要包括计量检测、标准验证与检测、质量可靠性试验检测、认证认可、产业信息、知识产权、技术成果转化等。 |
| Article 6 An applicant for a service platform meets the following basic requirements: | | 第六条 服务平台申报单位应当具备以下基本条件： |
| (1) It is an independent legal person. | | （一）具有独立法人资格； |
| (2) It engages mainly in industrial technology infrastructure services, with more than 60% of its business related to such services. | | （二）主要从事产业技术基础服务（60%以上业务与产业技术基础服务相关）； |
| (3) It has a sound operational mechanism. | | （三）具有完善的运行机制； |
| (4) It enjoys high credibility within the industry, has broad service coverage, and plays a strong demonstrative and leading role. It has at least one year of experience in providing industrial technology infrastructure services and has completed at least three service projects with industry-wide influence. It maintains close cooperation with industry alliances, industry associations, universities, research institutions, enterprises, and other industry organizations. | | （四）行业内公信度高、服务面广、示范带动作用强，具有不少于1年的产业技术基础服务经历和至少3项具有行业影响力的服务案例，与产业联盟、行业协会、高校、科研院所和企业等行业机构合作紧密； |
| (5) It has a high-caliber professional team, including high-level academic leaders or technical leaders. It has no fewer than 50 employees, of whom at least 50% hold a master's degree or an intermediate-level professional title or above, and more than 60% possess professional qualifications and research achievements. | | （五）拥有高水平专业人才队伍，具有高水平学术带头人或技术带头人，从业人员不少于50人，其中硕士或中级职称以上专业人员比例不低于50%，60%以上的人员具有从业资质和科研成果； |
