| The competent departments of natural resources and forestry and grassland of all provinces, autonomous regions, and municipalities directly under the Central Government; the Natural Resources Bureau and Forestry and Grassland Bureau of Xinjiang Production and Construction Corps; the China Geological Survey and other entities directly under the Ministry of Natural Resources; other entities directly under the National Forestry and Grassland Administration; all local offices; and all departments and bureaus of the Ministry of Natural Resources and the National Forestry and Grassland Administration: | | 各省、自治区、直辖市自然资源、林业和草原主管部门，新疆生产建设兵团自然资源局、林业和草原局，中国地质调查局及部其他直属单位，国家林业和草原局有关直属单位，各派出机构，部、局机关各司局： |
| Basic geological survey plays a crucial supporting role in the high-quality development of the economy and society. Fieldwork is an indispensable means for conducting basic geological surveys. Currently, due to lack of correct understanding of basic geological surveys by some regions and the public, fieldwork carried out in accordance with the law has been hindered and damage has been caused to related rights and interests, which to some extent has affected the normal basic geological surveys. For the purposes of implementing the requirements of the relevant laws and regulations such as the Mineral Resources Law, effectively ensuring the smooth implementation of basic geological surveys, and protecting the relevant rights and interests in the fieldwork, you are notified of the relevant issues as follows: | | 基础性地质调查工作对于经济社会高质量发展具有重要的支撑作用，野外作业是开展基础性地质调查工作不可或缺的手段。当前，由于部分区域和社会公众对基础性地质调查工作缺乏正确认识，阻扰依法开展的野外作业并造成相关权益损害，一定程度上影响了基础性地质调查工作的正常开展。为了贯彻落实《矿产资源法》等相关法律法规要求，切实保障基础性地质调查工作顺利实施，维护野外作业中相关合法权益，现就有关事项通知如下： |
| I. Comprehensively enhancing the social awareness of basic geological surveys. | | 一、全面提升基础性地质调查工作的社会认知程度 |
| 1. Accurately understanding the public welfare nature and scope of basic geological surveys. Basic geological surveys refer to activities organized and carried out by the competent departments of natural resources of the people's governments at or above the county level in conjunction with the relevant departments, not for profit, but for the exploration, observation, and monitoring of geological phenomena, activities and substances formed, and the processing of data obtained and physical samples, including, but not limited to, regional geological surveys, mineral resource surveys, hydrogeological surveys, engineering geological surveys, environmental geological surveys, marine geological surveys, and geological disaster surveys, among others. | | （一）准确理解基础性地质调查工作的公益属性和范畴。基础性地质调查工作是指由县级以上人民政府自然资源主管部门会同有关部门组织开展，不以营利为目的，对地质现象、活动和形成物质进行探测、观测、监测，并对获取的数据、实物样本进行处理的活动，包括但不限于区域地质调查、矿产资源调查、水文地质调查、工程地质调查、环境地质调查、海洋地质调查、灾害地质调查等活动。 |
| 2. Ensuring the smooth implementation of fieldwork in basic geological surveys is an important duty of the competent departments of natural resources of the people's governments at or above the county level. The competent departments of natural resources of the people's governments at or above the county level shall vigorously carry out popularization of science, popularize the purpose, significance, technical means and characteristics of basic geological surveys to the public through various channels, eliminate local people's misunderstandings about fieldwork, and enhance the public's awareness of basic geological surveys; and seek support of fieldwork-related departments such as public security and ecology and environment, and jointly carry out law publicity as well as education and training on rights protection to create a favorable policy environment for the smooth implementation of fieldwork. | | （二）保障基础性地质调查工作野外作业顺利实施是各级人民政府自然资源主管部门的重要职责。县级以上人民政府自然资源主管部门要大力开展科普工作，通过多种渠道向社会公众普及基础性地质调查工作的目的意义、技术手段和工作特点，消除地方群众对于野外作业的误解，提升社会公众对基础性地质调查工作的认知程度；争取公安、生态环境等与野外作业相关部门的支持，联合开展普法宣传和权益保障教育培训，为野外作业的顺利开展营造良好政策环境。 |
