| The departments (bureaus) of ecology and environment, the departments of natural resources, and the departments (commissions or management committees) of housing and urban-rural development of all provinces, autonomous regions, and municipalities directly under the Central Government; and the Bureau of Ecology and Environment, the Bureau of Natural Resources, and the Bureau of Housing and Urban-Rural Development of the Xinjiang Production and Construction Corps: | | 各省、自治区、直辖市生态环境厅(局)、自然资源主管部门、住房城乡建设厅(委、管委),新疆生产建设兵团生态环境局、自然资源局、住房城乡建设局: |
| For the purpose of implementing the Soil Pollution Prevention and Control Law of the People's Republic of China, the Opinions on Continuously Advancing the Urban Renewal Initiative, the Guiding Opinions on Building a Modern Environmental Governance System, and other relevant requirements, ensuring coordination between environmental remediation and development of contaminated sites, and safeguarding the safe reuse of contaminated sites, the following guiding opinions are offered: | | 为贯彻落实《中华人民共和国土壤污染防治法》《关于持续推进城市更新行动的意见》《关于构建现代环境治理体系的指导意见》等有关要求,做好污染地块环境修复与开发建设衔接,保障污染地块安全再利用,提出如下指导意见。 |

| With the objective of safeguarding the safe utilization of contaminated sites, and in accordance with the principles of controllable risks, standardized procedures, optimized sequencing, and coordinated action, coordination between investigation and assessment and planning shall be enhanced, remediation projects shall be integrated with development and construction, coordinated interdepartmental regulation shall be implemented, and overall costs shall be reduced and the overall cycle shortened in a coordinated manner, to ensure the safe and efficient reuse of contaminated sites and support high-quality development. | | 以保障污染地块安全利用为目标,按照风险可控、程序规范、时序优化、协调协同的原则,强化调查评估与规划衔接,推动修复工程与开发建设不断融合,加强部门联动监管,统筹降低综合成本、缩短整体周期,以保障污染地块安全高效再利用助力高质量发展。 |
| II. Strengthening Coordination between Investigation and Planned Land Use | | 二、强化调查与规划用途衔接 |
| 1. Promoting orderly site investigation. For contiguous areas with a high concentration of small and micro enterprises, soil pollution status investigations may be conducted on an area-wide basis in conjunction with overall planning. For large contaminated sites, soil pollution status investigations may be conducted by zones, taking into comprehensive consideration factors such as land-use history, spatial layout, planned land use, the sequencing of development and construction, pollution conditions, hydrogeological conditions, and other relevant factors. | | (一)推动地块有序调查。对于小企业集中连片区域,可结合规划整体开展土壤污染状况调查。对于大型污染地块,可结合地块利用历史、布局、规划用途、开发建设时序、污染情况、水文地质条件等因素分区开展土壤污染状况调查。 |
