| Finance departments (bureaus) and commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; the Finance Bureau and Commerce Bureau of Xinjiang Production and Construction Corps; all local regulatory bureaus of the Ministry of Finance (MOF); the Shanghai Head Office of the People's Bank of China (PBC) and PBC branches of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; all regulatory bureaus of the National Financial Regulatory Commission (NFRA); and relevant financial institutions: | | 各省、自治区、直辖市、计划单列市财政厅(局)、商务主管部门,新疆生产建设兵团财政局、商务局,财政部各地监管局,中国人民银行上海总部及各省、自治区、直辖市、计划单列市分行,金融监管总局各监管局,有关金融机构: |
| For the purposes of thoroughly implementing the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on vigorously boosting consumption and expanding domestic demand in an all-round manner, maximizing the leverage role of fiscal funds, guiding financial institutions in increasing support for expanding domestic demand, promoting the increase in the supply of high-quality services, innovating diversified consumption scenarios, and better unleashing the potential of service consumption, the matters concerning the optimization of the implementation of the interest subsidy policy for loans to business entities in the service sector are hereby announced as below: | | 为深入贯彻落实党中央、国务院关于大力提振消费、全方位扩大国内需求的决策部署,充分发挥财政资金撬动作用,引导金融机构加力支持扩大内需,推动增加优质服务供给,创新多元化消费场景,更好释放服务消费潜力,现就优化实施服务业经营主体贷款贴息政策有关事项通知如下: |
| I. Extending the implementation period. The period for implementing the interest subsidy policy for loans to business entities in the service sector shall be extended to December 31, 2026. Loans disbursed during the period from March 16, 2025 to December 31, 2025 shall be governed by the Implementation Plan for the Interest Subsidy Policy for Loans to Business Entities in the Service Sector (No. 81 [2025], MOF) and other relevant provisions. Upon the expiration of the policy, an extension of the policy implementation period may be studied as appropriate. | | 一、延长实施期限。延长服务业经营主体贷款贴息政策实施期限至2026年12月31日,2025年3月16日至2025年12月31日期间发放的贷款按《服务业经营主体贷款贴息政策实施方案》(财金〔2025〕81号)等有关规定执行。政策到期后,可视情研究延长政策实施期限。 |
| II. Raising the upper limit of interest subsidies. The maximum amount of newly disbursed loans eligible for interest subsidy for a single borrower in 2026 may be up to 10 million yuan, with a subsidy period of not exceeding one year and an annual interest subsidy ratio of 1%. The central finance and provincial finance shall bear 90% and 10% of the interest subsidy funds respectively. | | 二、提高贴息上限。单户可享受贴息的2026年新发放贷款规模最高可达1000万元,贴息期限不超过1年,年贴息比例为1个百分点,贴息资金由中央财政、省级财政分别按照90%、10%承担。 |
| III. Expanding the supported sectors. In addition to eight consumption sectors of catering and accommodation, health, elderly care, childcare, domestic services, culture and entertainment, tourism, and sports, three consumption sectors of digital, green, and retail consumption will be included in the scope of policy support. Specifically: digital consumption corresponds to the industry categories of “Internet and related services” and “digital content services” in the Industrial Classification for National Economic Activities. Green consumption corresponds to the industry category of “property management” under the classification standards for “building energy conservation and green buildings,” the industry categories of “car rental” and “other road transport auxiliary activities” under the classification standards for “green transportation,” and the industry categories of “loading and unloading,” “basic postal services,” “express delivery services,” and “other delivery services” under the classification standards for “green logistics” in the Notice by the People's Bank of China, the National Financial Regulatory Commission, and the China Securities Regulatory Commission of Issuance of the Catalogue of Projects Supported by Green Finance (2025 Edition) (No. 132 [2025], PBC); and retail consumption corresponds to the industry category of “retail industry” in the Industrial Classification for National Economic Activities. The culture and entertainment sector will be adjusted to correspond to industries in the Classification of Culture and Related Industries (2018), except for those falling under the manufacturing sub-sectors (i.e., industries with four-digit classification codes beginning with the number 2 or 3). | | 三、扩大支持领域。在餐饮住宿、健康、养老、托育、家政、文化娱乐、旅游、体育8类消费领域基础上,将数字、绿色、零售3类消费领域纳入政策支持范围。其中:数字领域对应《国民经济行业分类》中“互联网和相关服务”、“数字内容服务”行业类别;绿色领域对应《中国人民银行 金融监管总局 中国证监会关于印发〈绿色金融支持项目目录(2025年版)〉的通知》(银发〔2025〕132号)中符合“建筑节能与绿色建筑”分类标准的“物业管理”行业类别,符合“绿色交通”分类标准的“汽车租赁”、“其他道路运输辅助活动”行业类别,以及符合“绿色物流”分类标准的“装卸搬运”、“邮政基本服务”、“快递服务”、“其他寄递服务”行业类别;零售领域对应《国民经济行业分类》中“零售业”行业类别。文化娱乐领域调整为对应《文化及相关产业分类(2018)》中除属于制造业细分行业(即四位行业分类代码为数字2、3开头的行业)外的其他行业。 |
| IV. Increasing processing banks. The processing banks include 21 national banks, i.e., China Development Bank, Export-Import Bank of China, Agricultural Development Bank of China, Industrial and Commercial Bank of China Co., Ltd., Agricultural Bank of China Co., Ltd., Bank of China Co., Ltd., China Construction Bank Co., Ltd., Bank of Communications Co., Ltd., Postal Savings Bank of China Co., Ltd., China CITIC Bank Co., Ltd., China Everbright Bank Co., Ltd., Huaxia Bank Co., Ltd., China Minsheng Banking Corp., Ltd., China Merchants Bank Co., Ltd., Industrial Bank Co., Ltd., China Guangfa Bank Co., Ltd., Ping An Bank Co., Ltd., Shanghai Pudong Development Bank Co., Ltd., Hengfeng Bank Co., Ltd., Zheshang Bank Co., Ltd., China Bohai Bank Co., Ltd., as well as urban commercial banks, provincial rural commercial banks, rural commercial banks in provincial capitals, and foreign-funded banks with a regulatory rating of 3A or above. | | 四、增加经办银行。包括国家开发银行、中国进出口银行、中国农业发展银行、中国工商银行股份有限公司、中国农业银行股份有限公司、中国银行股份有限公司、中国建设银行股份有限公司、交通银行股份有限公司、中国邮政储蓄银行股份有限公司、中信银行股份有限公司、中国光大银行股份有限公司、华夏银行股份有限公司、中国民生银行股份有限公司、招商银行股份有限公司、兴业银行股份有限公司、广发银行股份有限公司、平安银行股份有限公司、上海浦东发展银行股份有限公司、恒丰银行股份有限公司、浙商银行股份有限公司、渤海银行股份有限公司等21家全国性银行,金融监管评级3A及以上的城市商业银行、省级农村商业银行、省会城市农村商业银行、外资银行。 |
