商务部关于进一步做好当前商务领域促消费重点工作的通知

The commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps: 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门:
As a powerful engine for economic growth, consumption is a direct embodiment of people's demands for a better life. Since the beginning of 2021, the consumption market has witnessed a trend of gradual recovery, which is, however, unbalanced and unstable. From late July this year, sporadic outbreak of COVID-19 in China has imposed a new impact on the consumption market. For the purposes of seizing the opportunity of the shopping season from late this year to early next year, effectively fulfilling the key tasks of promoting consumption in the commercial sector while implementing various measures for regular epidemic control, working to keep consumption within an appropriate range in the second half of 2021 and the first half of 2022, and supporting the establishment of a new development pattern, relevant matters are hereby notified as follows: 消费是经济增长的重要引擎,是人民对美好生活需要的直接体现。2021年以来,消费市场总体呈现稳步恢复态势,但恢复不均衡、基础不稳固,7月下旬以来国内疫情多点散发,对消费市场又带来新的影响。为抓住“金九银十”、岁末年初消费旺季有利时机,在落实落细各项常态化疫情防控措施的基础上,扎实推进商务领域促消费重点工作,确保2021年下半年和2022年上半年消费运行在合理区间,更好服务构建新发展格局,现就有关事项通知如下:
I. Key tasks   一、重点任务
1. Strengthening efforts to ensure stable spending on commodities and major consumer goods (一)加力稳住大宗消费重点消费。
1) Boosting consumption in new cars. Steps shall be accelerated to shift the management from the purchase of cars to the use of cars. Barriers that impede the purchase and use of cars shall be removed, so as to unleash the potential of consumers in buying cars. The commerce departments shall support the rapid development of new-energy vehicles, and shall work with other relevant departments to conduct activities of promoting the sale of new-energy vehicles in rural areas. 1.促进新车消费。加快推动汽车由购买管理向使用管理转变,破除制约汽车购买使用障碍,释放汽车消费潜力。支持新能源汽车加快发展,会同相关部门深入开展新能源汽车下乡活动。
2) Expanding consumption in used cars. Used car dealers shall be encouraged to run their business based on famous brands and chains, and to promote innovation in the distribution mode of vehicles. The registration of used cars across provinces shall be encouraged and accelerated. The policy of cancelling the restriction on the movement of used cars shall be implemented. The commerce departments shall actively cooperate with other relevant departments to strengthen supervision on the market of used cars and regulate the market order. Eligible enterprises shall be supported in exporting used cars to foreign countries, and gradually increasing the number of used cars exported. 2.扩大二手车消费。鼓励二手车经销企业品牌化、连锁化经营,推动流通模式创新。加快推进二手车异地交易登记跨省通办。推动落实取消二手车限迁政策。积极协调配合相关部门依法加强二手车市场监管,规范市场秩序。支持符合条件的企业开展二手车出口业务,有序扩大二手车出口规模。
3) Promoting consumption in home appliances, furniture and decorations. The commerce departments shall, in conjunction with other relevant departments, accelerate efforts to improve the recycling system for old home appliances, upgrade the recycling network, optimize recycling channels, and boost the purchase of new home appliances. Consumers shall be guided to raise their awareness of safety, energy conservation and environmental protection in the use of home appliances, and to replace their old home appliances that are beyond their safe service life. Residential communities shall be encouraged to build their unused houses into makeshift places for the storage of home appliances and furniture, so as to facilitate house decorations of their residents. 3.促进家电家具家装消费。会同相关部门,加快健全废旧家电回收处理体系,健全回收网络,优化回收渠道,促进家电更新消费;引导消费者增强家电安全使用和节能环保意识、及时更换超过安全使用年限的老旧家电;鼓励居民小区利用闲置房屋设置周转住房、家电家具临时存放场所,方便居民开展家庭装修。
4) Encouraging consumption in the catering industry. Efforts shall be made to raise the quality of catering services, and encourage catering enterprises to introduce more dishes, improve the level of their services, and launch new business models. Top catering brands shall be supported in building chain stores, establishing standards and pursuing intensive development. The digitalization of catering enterprises shall be accelerated. Local authorities shall be encouraged to discover traditional cooking skills, spend more energy in promoting local traditional food, and create their distinctive brands. Green and low-carbon development shall be supported in the catering industry. 4.提振餐饮消费。推动餐饮服务提质升级,鼓励餐饮企业丰富提升菜品、提高服务水平、创新经营模式。鼓励品牌餐饮企业连锁化、标准化、集约化发展,加快餐饮企业数字化赋能。鼓励各地深入挖掘传统烹饪技艺,加强对地方传统美食的宣传推广,打造特色品牌。推动餐饮业绿色低碳发展。
2. Accelerating the development of new types of consumption (二)促进新型消费加快发展。
5) Developing new forms, models, and scenarios of consumption. Traditional enterprises shall be supported in accelerating the progress of digitalization and intelligent technologies as well as the integration of various sectors. The development of smart shops, contactless delivery and home services shall be encouraged. Online and offline services shall be further integrated on a broader scale. Support shall be provided to renovate traditional shopping areas, unused factories and sports venues into new types of multifunctional and comprehensive consumption centers. New consumption scenarios that are immersive, experience-based and interactive shall be created to meet the needs of consumers. A number of night-life areas for consumers shall be established according to local conditions so as to introduce more scenarios of consumption at night. 5.发展新业态新模式新场景。支持传统商业企业加快数字化、智能化改造和跨界融合,鼓励发展智慧商店、无接触配送、到家服务等,推进线上线下更广更深融合。支持鼓励传统商业场所、闲置厂房、体育场馆等改造为多功能、综合性新型消费载体,打造沉浸式、体验式、互动式消费场景。因地制宜建设夜间消费集聚区,丰富夜间消费场景和供给。
6) Advancing the sound development of online shopping. The development of new forms and models of business such as live-streaming e-commerce and social e-commerce platforms shall be supported and properly regulated. Enterprises shall be guided to use big data and other technologies to push forward customized and flexible manufacturing, so as to create more online brands that are small in size but excellent in quality. The digitalization of living services shall be implemented, and the living service sector shall be encouraged to migrate to the Internet and cloud in a rapid manner. 6.促进线上消费健康发展。推动直播电商、社交电商等新业态新模式规范健康持续发展,引导企业运用大数据等技术,开展个性化定制、柔性化生产,培育更多“小而美”网络品牌。实施生活服务数字化赋能行动,加快促进生活服务业上线上云。
