Notice by the Ministry of Commerce of Further Fulfilling the Key Tasks of Promoting Consumption in the Current Commercial Sector 

商务部关于进一步做好当前商务领域促消费重点工作的通知

The commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps: 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门:
As a powerful engine for economic growth, consumption is a direct embodiment of people's demands for a better life. Since the beginning of 2021, the consumption market has witnessed a trend of gradual recovery, which is, however, unbalanced and unstable. From late July this year, sporadic outbreak of COVID-19 in China has imposed a new impact on the consumption market. For the purposes of seizing the opportunity of shopping seasons such as “golden September and silver October” and the period from late this year to early next year, steadily moving forward with the key tasks of promoting consumption in the commercial sector while continuing to implement routine COVID-19 control, working to keep consumption within an appropriate range in the second half of 2021 and the first half of 2022, and supporting the establishment of a new development pattern, relevant matters are hereby notified as follows: 消费是经济增长的重要引擎,是人民对美好生活需要的直接体现。2021年以来,消费市场总体呈现稳步恢复态势,但恢复不均衡、基础不稳固,7月下旬以来国内疫情多点散发,对消费市场又带来新的影响。为抓住“金九银十”、岁末年初消费旺季有利时机,在落实落细各项常态化疫情防控措施的基础上,扎实推进商务领域促消费重点工作,确保2021年下半年和2022年上半年消费运行在合理区间,更好服务构建新发展格局,现就有关事项通知如下:
I. Key tasks   一、重点任务
1. Strengthening efforts to ensure stable spending on big-ticket items and major consumer goods (一)加力稳住大宗消费重点消费。
1) Boosting spending on new cars. Steps shall be accelerated to shift the management mode for vehicles from the purchase restrictions to the use restrictions, so as to remove barriers that impede the purchase and use of vehicles and unleash the potential of consumers in buying vehicles. The commerce departments shall support the rapid development of new-energy vehicles, and work with other relevant departments to further carry out the program of getting rural residents to buy new-energy vehicles. 1.促进新车消费。加快推动汽车由购买管理向使用管理转变,破除制约汽车购买使用障碍,释放汽车消费潜力。支持新能源汽车加快发展,会同相关部门深入开展新能源汽车下乡活动。
2) Expanding spending on second-hand vehicles. Second-hand vehicle dealers shall be encouraged to build their brands and run chain business, and to introduce new distribution modes. The commerce departments shall move faster to achieve registration of non-local second-hand vehicle transactions on an inter-provincial basis, and press ahead with the implementation of rescinding all local policies that restrict sales of non-local second-hand vehicles. The commerce departments shall actively coordinate and cooperate with other relevant departments to strengthen supervision of the second-hand vehicle market and regulate the market order. Eligible enterprises shall be supported in exporting second-hand vehicles to foreign countries, and expanding the scale of exported second-hand vehicles in an orderly manner. 2.扩大二手车消费。鼓励二手车经销企业品牌化、连锁化经营,推动流通模式创新。加快推进二手车异地交易登记跨省通办。推动落实取消二手车限迁政策。积极协调配合相关部门依法加强二手车市场监管,规范市场秩序。支持符合条件的企业开展二手车出口业务,有序扩大二手车出口规模。
3) Promoting spending on home appliances, furniture and decorations. The commerce departments shall, in conjunction with other relevant departments, accelerate efforts to improve the recycling system for old home appliances, upgrade the recycling network, optimize recycling channels, and boost the purchase of new home appliances. The commerce departments shall guide consumers to raise their awareness of safety, energy conservation and environmental protection in the use of home appliances, and to replace their old home appliances that are beyond their safe service life. In addition, the commerce departments shall encourage residential communities to take the idle houses as relocation housings and makeshift places for the storage of home appliances and furniture, so as to facilitate the residents' house decorations. 3.促进家电家具家装消费。会同相关部门,加快健全废旧家电回收处理体系,健全回收网络,优化回收渠道,促进家电更新消费;引导消费者增强家电安全使用和节能环保意识、及时更换超过安全使用年限的老旧家电;鼓励居民小区利用闲置房屋设置周转住房、家电家具临时存放场所,方便居民开展家庭装修。
4) Boosting consumption in the catering industry. The commerce departments shall push forward with the improvement and upgrade of catering services, and encourage catering enterprises to introduce more dishes, improve the level of their services, and launch new business models. Top catering brands shall be supported in building chain stores, establishing standards, and pursuing intensive development. The digitalization of catering enterprises shall be accelerated. Local authorities shall be encouraged to discover traditional cooking skills, spend more energy in promoting local traditional food, and build their distinctive brands. Green and low-carbon development shall be supported in the catering industry. 4.提振餐饮消费。推动餐饮服务提质升级,鼓励餐饮企业丰富提升菜品、提高服务水平、创新经营模式。鼓励品牌餐饮企业连锁化、标准化、集约化发展,加快餐饮企业数字化赋能。鼓励各地深入挖掘传统烹饪技艺,加强对地方传统美食的宣传推广,打造特色品牌。推动餐饮业绿色低碳发展。
2. Accelerating the development of new types of consumption (二)促进新型消费加快发展。
5) Developing new forms, models, and scenarios of consumption. Traditional enterprises shall be supported in accelerating the progress of digitalization, smart-technology upgrading, and cross-sectoral integration, and shall be encouraged to develop smart shops, contactless delivery, and home services, so as to push online and offline services to be further integrated on a broader scale. Support shall be provided in renovating traditional shopping areas, idle factories, and sports venues, among others into new types of multifunctional and comprehensive consumption centers, and creating new consumption scenarios that are immersive, experience-based, and interactive. A number of nighttime consumption clusters shall be established according to local conditions so as to introduce more scenarios of nighttime consumption. 5.发展新业态新模式新场景。支持传统商业企业加快数字化、智能化改造和跨界融合,鼓励发展智慧商店、无接触配送、到家服务等,推进线上线下更广更深融合。支持鼓励传统商业场所、闲置厂房、体育场馆等改造为多功能、综合性新型消费载体,打造沉浸式、体验式、互动式消费场景。因地制宜建设夜间消费集聚区,丰富夜间消费场景和供给。
6) Advancing the sound development of online consumption. The commerce departments shall push new forms of business and new models such as live-streaming e-commerce and social e-commerce platforms to develop in a well-regulated, healthy, and sustainable manner, guide enterprises to use big data and other technologies to push forward customized and flexible manufacturing, so as to create more online brands that are small in size but excellent in quality, and implement the living service digitalization campaign, and accelerate the access to living services via online or cloud platforms. 6.促进线上消费健康发展。推动直播电商、社交电商等新业态新模式规范健康持续发展,引导企业运用大数据等技术,开展个性化定制、柔性化生产,培育更多“小而美”网络品牌。实施生活服务数字化赋能行动,加快促进生活服务业上线上云。
