| For the purposes of further strengthening the regulation of the quality and safety of industrial products and improving the level of quality and safety governance, the State Administration for Market Regulation has, in accordance with the requirements of the Notice by the State Council of Issuing the Plan for the Modernization of Market Regulation for the “14th Five-Year Plan” Period (No. 30 [2021], State Council) and other documents, organized the development of the Catalogue of National Key Industrial Products Subject to Quality and Safety Regulation (2023 Version), which is hereby issued to you, and you are hereby notified of the relevant matters as follows: | | 为进一步加强工业产品质量安全监管，提高质量安全治理水平，根据《国务院关于印发“十四五”市场监管现代化规划的通知》（国发〔2021〕30号）等文件要求，市场监管总局组织制定了《全国重点工业产品质量安全监管目录（2023年版）》。现印发给你们，并就有关事项通知如下： |
| I. Promoting the implementation of the Catalogue according to local conditions. Systems thinking shall be applied, and the catalogues of key industrial products subject to quality and safety regulation in line with the actual local circumstances shall be developed in consideration of the central work, industrial development status, quality and safety situations, regulatory resources, technical support capabilities, and other actual circumstances of local regions and on the basis of fully conducting study, judgment and demonstration so as to further improve the scientificity and applicability of the catalogues. | | 一、因地制宜，推动目录实施。坚持系统观念，结合本地区中心工作、产业发展状况、质量安全形势、监管资源和技术保障能力等实际情况，在充分研判和论证基础上，制定符合本地区实际的重点工业产品质量安全监管目录，进一步提高目录的科学性和适用性。 |
