| In order to further improve the quality of statistics of external financial assets and liabilities and transactions, the SAFE has, in accordance with the Measures for the Statistical Declaration of Balance of Payments (Order No. 642, State Council) and the Statistical System of External Financial Assets and Liabilities and Transactions (issued by Document No. 36 [2021], SAFE, hereinafter referred to as the “System”), revised the Rules for the Verification of Statistics of External Financial Assets and Liabilities and Transactions (2020 Edition) (Verification Rules (2020 Edition)) and developed the Rules for the Verification of Statistics of External Financial Assets and Liabilities and Transactions (2024 Edition) (Verification Rules (2024 Edition), see Annex 1). The major revisions are as follows (see Annex 2 for the revision notes). | | 为进一步提高对外金融资产负债及交易统计数据质量，国家外汇管理局根据《国际收支统计申报办法》（中华人民共和国国务院令第642号）和《对外金融资产负债及交易统计制度》（汇发〔2021〕36号文印发，以下简称《制度》），对《对外金融资产负债及交易统计核查规则（2020年版）》（以下简称《核查规则（2020年版）》）进行修订，形成《对外金融资产负债及交易统计核查规则（2024年版）》（以下简称《核查规则（2024年版）》，见附件1）。主要修订内容如下（修订说明见附件2）。 |

| (1) Adding rules for the verification of new statements in the System. For example, verification of contents such as “currency in which a contract is signed,” “type of the contracting entity,” “type of the actual contractor,” “business type,” and “country in which the construction project is located” in Form E02 (Overview of Overseas Construction Projects and Statistical Statements on Overseas Construction) is added; and the verification of the “destination/place of arrival,” “origin/place of departure,” and “income of this month” in Form E03 (Statistical Statements on Transportation Income) is added. | | （一）对《制度》中新增的报表增设核查规则。例如，新增对E02表（境外建设项目概览表、境外建设统计表）中“合同签约币种”“签约主体类型”“实际承包主体类型”“业务类型”“建设项目所在国家”等内容的校验；新增对E03表（运输收入统计表）中“目的地/运抵地”“出发地/启运地”以及“本月收入”的校验。 |
