The health commissions, administrations of traditional Chinese medicine, and disease control and prevention administrations of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:		各省、自治区、直辖市及新疆生产建设兵团卫生健康委、中医药局、疾控局：
For the purposes of thoroughly implementing the relevant plans of the State Council for accelerating the "Internet plus Government Service" and the Opinions of the General Office of the State Council on Accelerating the Expansion of the Applications of Electronic Licenses and Certificates and their Mutual Recognition Nationwide (No. 3 [2022], General Office of the State Council), further promoting the electronic information management of physicians, and improving the level and efficiency of government services, you are hereby notified of the following matters:		为深入贯彻落实国务院关于加快推进“互联网＋政务服务”有关部署和《国务院办公厅关于加快推进电子证照扩大应用领域和全国互通互认的意见》（国办发〔2022〕3号），进一步推进医师电子化信息管理，提升政务服务水平与效率，现通知如下：
I. Enhancing ideological understanding and strengthening management responsibilities		一、提高思想认识，强化管理责任
Strengthening the electronic information management of physicians is an important means to conduct the fine management of physicians' information and improve the efficiency of medical resource management. Health administrative departments at all levels (including the departments of traditional Chinese medicine) shall fully appreciate the significance of electronic information management of physicians, and strengthen the information management of physicians by means of information technology on the basis of improving information platforms for the electronic registration of medical institutions, physicians, and nurses, fully grasp the information on physicians' practice, and make overall plans for the development of the ranks of physicians.		加强医师电子化信息管理是实现医师信息精细化管理，提升医疗资源管理效率的重要手段。各级卫生健康行政部门（含中医药主管部门，下同）要充分认识医师电子化信息管理工作的重要意义，在加强医疗机构、医师与护士电子化注册信息平台建设基础上，运用信息化手段强化医师信息管理，全面掌握医师执业相关信息，统筹做好医师队伍建设。
II. Strengthening information management and coordinating data resources		二、强化信息管理，统筹数据资源
1. Diversifying the means of information management. On the basis of the application of computer terminals in the electronic registration system, the National Health Commission has organized the development and operation of the "Yitongban” app, which provides physicians with a way to log in to the electronic registration system on the mobile phone and facilitates physicians' submission of business applications and their update of practice information. Physicians may download and install the app on the corresponding mobile phone application platform, and perform real-name authentication based on face recognition to ensure the safe use of the accounts. The National Health Commission discloses relevant laws, regulations, policy documents, and service guidelines in a timely manner through the “Yitongban” electronic information platform for physicians, and provides undifferentiated government services.		（一）丰富信息管理手段。在电子化注册系统应用电脑终端基础上，国家卫生健康委组织开发并上线运行了“医通办”APP，为医师提供手机端登录电子化注册系统途径，便利医师提交业务办理申请、更新执业信息。医师可在相应手机应用平台下载安装，并进行人脸识别实名认证，确保账户安全使用。我委将通过“医通办”医师电子化信息平台及时公开相关法律法规、政策文件、办事指南，提供无差异的政务服务。
2. Strengthening the management of practice information. Health administrative departments at all levels shall actively encourage and mobilize physicians to download and use the “Yitongban” app on mobile phones and handle business such as modification of practice information. Physicians shall be encouraged to establish personal files on practice through the “Yitongban” electronic registration system, regularly update their personal information on practice, and gradually form a complete, real-time personal file on practice. Health administrative departments at all levels shall verify physician registration information in a timely manner, activate static data, clean up invalid data, regularly analyze the allocation, operation, and maintenance of relevant medical resources in the electronic registration system, dynamically grasp information such as the number, structure, and department distribution of ranks of physicians, and make macro decisions more scientific and micro-management more precise.		（二）强化执业信息管理。各级卫生健康行政部门要积极鼓励动员医师在手机端下载使用“医通办”APP，办理执业信息变更等业务。引导医师通过“医通办”医师电子化注册系统建立个人执业档案，定期更新个人执业相关信息，逐步形成完整、实时个人执业档案。各级卫生健康行政部门要及时核实医师注册信息，激活静态数据，清理无效数据，定期分析电子化注册系统中相关医疗资源配置、运维情况，动态掌握医师队伍数量、结构、科室分布等信息，提高宏观决策科学性和微观管理精准性。
