| The Shanghai Head Office of the People's Bank of China (“PBC”) and branches of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; the branches of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; the culture and tourism departments (bureaus) and cultural heritage administrations of all provinces, autonomous regions, and municipalities directly under the Central Government; and the Culture, Sports, Radio and Television, and Tourism Bureau and the Cultural Heritage Bureau of Xinjiang Production and Construction Corps: | | 中国人民银行上海总部，各省、自治区、直辖市及计划单列市分行；国家外汇管理局各省、自治区、直辖市及计划单列市分局；各省、自治区、直辖市文化和旅游厅（局）、文物局；新疆生产建设兵团文化体育广电和旅游局、文物局： |
| For the purposes of fully implementing the decisions and deployments of the CPC Central Committee and the State Council, more effectively meeting the diversified payment service needs of the elderly, foreign nationals and other groups in the field of culture and tourism, and protecting consumers' choice of payment, according to the requirements of the Opinions of the General Office of the State Council on Further Optimizing Payment Services and Improving the Convenience of Payment (No. 10 [2024], General Office of the State Council), you are hereby notified of effectively completing the work of payment service in the key culture and tourism field as follows: | | 为深入贯彻落实党中央、国务院决策部署，更好满足老年人、外籍来华人员等群体在文旅领域多元化的支付服务需求，保障消费者支付选择权，根据《国务院办公厅关于进一步优化支付服务提升支付便利性的意见》（国办发〔2024〕10号）要求，现就做好重点文旅领域支付服务工作通知如下: |
| I. Determining key places and key merchants | | 一、确定重点场所和重点商户 |
| Local culture and tourism administrative departments and cultural relics administrative departments shall, in conjunction with the branches of the PBC, determine national 5A and 4A tourist attractions, national and provincial tourist resorts, national tourist and leisure blocks, national night culture and tourism consumption gathering areas, cultural and museum venues, entertainment venues, star-rated tourist hotels and other key culture and tourism venues, identify the key merchants in the venues, develop work plans and quantifiable targets, and specify the timetable and road map to ensure that the payment facilitation of key culture and tourism venues is effectively improved. Other merchants shall be encouraged and supported in actively creating conditions for comparable handling, and jointly build an inclusive and diversified payment acceptance environment. | | 各地文化和旅游行政部门、文物行政主管部门会同中国人民银行分支机构，确定国家5A级和4A级旅游景区、国家级和省级旅游度假区、国家级旅游休闲街区、国家级夜间文化和旅游消费集聚区、文博场馆、文娱场所、星级旅游饭店等为重点文旅场所，并明确场所内重点商户，制定工作方案和可量化目标，明确时间表和路线图，确保重点文旅场所支付便利化有效提升。鼓励和支持其他商户积极创造条件比照办理，共同构建包容多样的支付受理环境。 |
| II. Continuously improving the bank card acceptance environment | | 二、持续完善银行卡受理环境 |
| 1. Branches of the PBC shall organize and guide commercial banks and non-bank payment institutions, among others, within the jurisdiction to accelerate the hardware and software transformation of domestic and foreign bank card acceptance equipment and the placement of acceptance signs, and provide domestic and foreign bank card receipt services for key culture and tourism venues and key merchants within the venues. Branches of the PBC shall organize and strengthen the inspection of the acceptance coverage of merchants, evaluate and supervise the domestic and overseas bank card acceptance coverage of key merchants according to the work goals and time nodes, continuously monitor the acceptance and coverage of domestic and overseas bank cards, and notify the culture and tourism administrative departments and cultural relics administrative departments at the same level in a timely manner, to jointly encourage merchants to continuously optimize the bank card acceptance environment. | | （一）中国人民银行分支机构组织指导辖内商业银行、非银行支付机构等加快推进境内外银行卡受理设备软硬件改造和受理标识布放，为重点文旅场所及场所内重点商户提供境内外银行卡收单服务。中国人民银行分支机构组织加强商户受理覆盖情况检查，按工作目标和时间节点对重点商户境内外银行卡受理覆盖率进行评估和督导，持续监测境内外银行卡受理覆盖情况，并及时向同级文化和旅游行政部门、文物行政主管部门通报，共同推动商户持续优化银行卡受理环境。 |
| 2. Local culture and tourism administrative departments and cultural relics administrative departments shall, in conjunction with branches of the PBC, effectively connect supply and demand, promote key culture and tourism venues and key merchants in the venues to accept domestic and foreign bank cards, and continuously improve the layout of bank card acceptance terminals and the posting coverage of acceptance signs according to the established goals. At national 5A-level and 4A-level tourist attractions, national and provincial tourist resorts, national tourism and leisure blocks, and tourist hotels at or above three-star levels, full coverage of domestic and overseas bank card acceptance shall be achieved. The culture and tourism administrative departments of Beijing, Shanghai and Hainan have developed a list of key merchants for other hotels under their jurisdiction, and promoted the improvement of the domestic and overseas bank card acceptance coverage. The policy publicity and guidance for all localities shall be strengthened, incorporate payment services such as bank card acceptance into the evaluation and assessment of relevant service quality in the regions, and enhance the enthusiasm and initiative of merchants to accept bank cards for a long time. | | （二）各地文化和旅游行政部门、文物行政主管部门会同中国人民银行分支机构做好供需对接，推动重点文旅场所及场所内重点商户受理境内外银行卡，按既定目标持续提升银行卡受理终端机具布放和受理标识张贴覆盖率。国家5A级和4A级旅游景区、国家和省级旅游度假区、国家级旅游休闲街区、三星级及以上旅游饭店实现境内外银行卡受理全覆盖。北京、上海和海南三地文化和旅游行政部门对主管的其他饭店制定重点商户名录，推动提升境内外银行卡受理覆盖率。加强对各地的政策宣贯和引导，将银行卡受理等支付服务纳入本地区相关服务质量评价考核，提升商户长期受理银行卡的积极性和主动性。 |
