| In accordance with the Regulation on the Safety Management of Hazardous Chemicals (Order No. 591, State Council), customs offices are responsible for the inspection of imported and exported hazardous chemicals and the packaging thereof. The relevant issues are hereby announced as follows: | | 根据《危险化学品安全管理条例》（国务院令第591号）规定，海关负责对进出口危险化学品及其包装实施检验。现就有关问题公告如下： |
| I. Customs offices shall inspect the imported and exported hazardous chemicals that are listed in the national Catalogue of Hazardous Chemicals (the latest version). | | 一、海关对列入国家《危险化学品目录》（最新版）的进出口危险化学品实施检验。 |
| II. When the consignee of imported hazardous chemicals or the agent thereof makes a declaration to the customs office, the matters to be filled out shall include the hazard category, category of packaging (except for products in bulk), United Nations Dangerous Goods Number (UN Number), UN Marking for the Packaging of Dangerous Goods (UN Markings for Packaging) (except for products in bulk), etc., and the following materials shall also be provided: | | 二、进口危险化学品的收货人或者其代理人报关时，填报事项应包括危险类别、包装类别（散装产品除外）、联合国危险货物编号（UN编号）、联合国危险货物包装标记（包装UN标记）（散装产品除外）等，还应提供下列材料： |
| 1. a Declaration of Conformity of Enterprises Importing Hazardous Chemicals (see Annex 1 for format); | | （一）《进口危险化学品企业符合性声明》（样式见附件1）； |
| 2. the names, quantities and other information of the actual added inhibitor or stabilizer, if the products need to add any inhibitor or stabilizer; and | | （二）对需要添加抑制剂或稳定剂的产品，应提供实际添加抑制剂或稳定剂的名称、数量等情况说明； |
| 3. Chinese danger notice labels (except products in bulk, similarly hereinafter) and sample of Chinese safety Data sheets. | | （三）中文危险公示标签（散装产品除外，下同）、中文安全数据单的样本。 |
| III. The consignor of exported hazardous chemicals or the agent thereof shall, when making a declaration for inspection to the customs office, shall provide the following materials: | | 三、出口危险化学品的发货人或者其代理人向海关报检时，应提供下列材料： |
| 1. a Declaration of Conformity of Manufacturing Enterprises Exporting Hazardous Chemicals (see Annex 2 for the format); | | （一）《出口危险化学品生产企业符合性声明》（样式见附件2）； |
| 2. Performance Inspection Results of Packages for Transportation of Exported Goods (except for products in bulk); | | （二）《出境货物运输包装性能检验结果单》（散装产品及国际规章豁免使用危险货物包装的除外）； |
| 3. a Report on Identification of Hazard Characteristics by Categories; | | （三）危险特性分类鉴别报告； |
| 4. danger notice labels (except for products in bulk, similarly hereinafter) and sample of safety data sheets, for which the corresponding Chinese translations shall be provided if they are in a foreign language; and | | （四）危险公示标签（散装产品除外，下同）、安全数据单样本，如是外文样本，应提供对应的中文翻译件； |
| 5. the names, quantity and other information of the actual added inhibitors or stabilizers, for products that need to add any inhibitor or stabilizer. | | （五）对需要添加抑制剂或稳定剂的产品，应提供实际添加抑制剂或稳定剂的名称、数量等情况说明。 |
| IV. Importers and exporters of hazardous chemicals shall ensure that imported and exported hazardous chemicals satisfy the following requirements: | | 四、危险化学品进出口企业应当保证危险化学品符合以下要求： |
| 1. compulsory requirements of the national technical specifications of China (applicable for imported products); | | （一）我国国家技术规范的强制性要求（进口产品适用）； |
| 2. relevant international conventions, international rules, treaties, agreements, protocols, memorandums, etc.; | | （二）有关国际公约、国际规则、条约、协议、议定书、备忘录等； |
| 3. technical regulations and standards of importing countries or regions (applicable for exported products); and | | （三）输入国家或者地区技术法规、标准（出口产品适用）； |
| 4. technical regulations and standards designated by the General Administration of Customs and the former General Administration of Quality Supervision, Inspection and Quarantine. | | （四）海关总署以及原质检总局指定的技术规范、标准。 |
| V. The inspection of imported and exported hazardous chemicals shall include: | | 五、进出口危险化学品检验的内容包括： |
| 1. whether the main composition/ component information, physical and chemical properties, hazard category, etc. of the products comply with the provisions of Article 4 of this Announcement; and | | （一）产品的主要成分/组分信息、物理及化学特性、危险类别等是否符合本公告第四条的规定。 |
