| For the purposes of thoroughly implementing the decisions and arrangements of the CPC Central Committee and the State Council on adopting innovative measures to boost trade in services and developing digital trade in an innovative manner, seizing the opportunities of digital economic development, driving service outsourcing to become a new engine for the innovative development of China's trade in services and a new highlight of open economic cooperation, and maximizing the important roles of service outsourcing in stabilizing employment, stabilizing foreign trade, and optimizing the structure, the Ministry of Commerce, the Office of the Central Cyberspace Affairs Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance and the General Administration of Customs have jointly developed the Action Plan for Promoting the High-Quality Development of Service Outsourcing, which is hereby issued for your conscientious organization of implementation in light of the actual circumstances. | | 为深入贯彻落实党中央、国务院关于创新提升服务贸易、创新发展数字贸易的决策部署，抢抓数字经济发展机遇，推动服务外包成为我国服务贸易创新发展的新引擎、开放型经济合作的新亮点，充分发挥服务外包对稳就业、稳外贸、优结构的重要作用，商务部、中央网信办、国家发展改革委、工业和信息化部、财政部、海关总署联合制定了《促进服务外包高质量发展行动计划》，现予以印发，请结合实际，认真组织实施。 |

| Action Plan for Promoting the High-Quality Development of Service Outsourcing | | 促进服务外包高质量发展行动计划 |
| Service outsourcing is an important component of trade in services and an important means of realizing digital trade and plays a vital role in fostering a new pattern of development. This action plan is developed for the purposes of thoroughly implementing the decisions and arrangements of the CPC Central Committee and the State Council on adopting innovative measures to boost trade in services and developing digital trade in an innovative manner, maximizing the important role of service outsourcing in cultivating new drivers of foreign trade development and expanding employment channels, accelerating the development of new quality productive forces and promoting high-quality development. | | 服务外包是服务贸易的重要组成部分和数字贸易的重要实现途径，在构建新发展格局中具有重要作用。为深入贯彻落实党中央、国务院关于创新提升服务贸易、创新发展数字贸易的决策部署，充分发挥服务外包在培育外贸发展新动能和拓宽就业渠道中的重要作用，加快发展新质生产力，促进高质量发展，制定本行动计划。 |
| I. General requirements | | 一、总体要求 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, all relevant parties shall further implement the spirit of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee and the Central Economic Work Conference, implement the new development philosophy in a complete, accurate and comprehensive manner, adhere to reform and innovation, being market-centered, government support, clustered development, gradient upgrading, and cross-sector integration, and promote service outsourcing, trade in services, and digital trade in an overall manner. By 2030, a group of internationally competitive leading service outsourcing enterprises shall be cultivated, a group of service outsourcing cluster areas with strong innovation capabilities and industries with prominent distinctive and advantageous industries shall be established, the level of digital, intelligent, eco-friendly, and integrated development shall be further enhanced, and the number of jobs created shall increase significantly. Service outsourcing shall become an important component of adopting innovative measures to boost trade in services and developing digital trade in an innovative manner. | | 坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届历次全会以及中央经济工作会议精神，完整准确全面贯彻新发展理念，坚持改革创新、市场主导、政府支持、集聚发展、梯度升级、跨界融合，统筹推进服务外包、服务贸易与数字贸易工作。到2030年，培育一批具有国际竞争力的服务外包龙头企业，建设一批创新能力强、特色优势产业明显的服务外包集聚区，服务外包数字化、智能化、绿色化、融合化发展水平进一步提升，吸纳就业人数显著增长。服务外包成为创新提升服务贸易、创新发展数字贸易的重要组成部分。 |

| Supporting the high-quality development of exemplary cities. All exemplary cities in service outsourcing (hereinafter referred to as “exemplary cities”) shall be guided in, based on regional major strategies and urban development strategies, conscientiously studying and sorting out their location characteristics, resource endowment, industrial foundations, and comparative advantages, determining the functional positioning of service outsourcing development, studying and developing development objectives,forming key tasks in a detailed manner, cultivating key projects, expanding application scenarios, and creating a good ecosystem for the development of service outsourcing. Exemplary cities in eastern China are supported in utilizing their advantages of agglomeration of high-end elements in service outsourcing to foster globally-oriented pacesetters for the development of service outsourcing. Exemplary cities in central, western, and northeastern China are supported in expanding their advantageous and characteristic fields of service outsourcing, proactively undertaking the transfer of offshore and onshore outsourcing, fostering new growth drivers, and promoting the coordinated and interactive development of the service outsourcing across regions. | | 支持示范城市高质量发展。指导各服务外包示范城市（以下简称示范城市）结合区域重大战略和城市发展战略，认真研究梳理区位特点、资源禀赋、产业基础和比较优势，确定服务外包发展的功能定位，研究制定发展目标，细化形成重点任务，培育重点项目，拓展应用场景，打造服务外包发展的良好生态。支持东部地区示范城市发挥服务外包高端要素集聚优势，打造面向全球的服务外包发展高地。支持中西部和东北地区示范城市拓展服务外包优势特色领域，积极承接离岸和在岸外包转移，培育新增长点，促进服务外包区域协调联动发展。 |
