| For the purposes of supporting the high-quality development of multimodal transport and enhancing customs clearance facilitation for goods carried under international multimodal transport, the General Administration of Customs has decided to launch, on the basis of previous pilot programs, pilot programs for regulatory modes of multimodal transport involving rail–sea transport and waterway–waterway transshipment of imported and exported goods. Relevant matters are hereby announced as follows: | | 为支持多式联运高质量发展，提高国际多式联运货物通关便利化水平，海关总署决定在前期试点基础上，启动进出口货物海铁联运和水水中转多式联运监管模式试点，现就有关事项予以公告。 |
| I. For the purposes of this Announcement, “multimodal transport” means a mode of multimodal transport in which goods are carried in containers, with domestic transport conducted by railway or waterway, and transport for import and export conducted by waterway. Enterprises may, according to their own needs, launch pilot programs for the multimodal transport regulatory mode. | | 一、本公告所称多式联运是指货物载运方式为集装箱载运，且境内运输方式为铁路运输或水路运输、进出境运输方式为水路运输的联运模式。企业可以根据自身需要开展多式联运监管模式试点。 |
| II. The scope of goods carried under multimodal transport arrangements shall comply with the Measures of the Customs of the People's Republic of China for the Supervision of the Goods Transited between Customs Offices (Issued by Order No. 89 of the General Administration of Customs) and other relevant provisions. | | 二、多式联运载运货物范围应符合《中华人民共和国海关关于转关货物监管办法》（海关总署令第89号公布）及相关规定要求。 |
| Containers used for carrying such goods shall comply with the Measures of the Customs of the People's Republic of China for the Supervision of the Containers and Carriages of Container Cars Used for the Transport of the Goods under Customs Supervision (Issued by Order No. 110 of the General Administration of Customs) and other relevant requirements. | | 载运货物的集装箱应符合《中华人民共和国海关对用于装载海关监管货物的集装箱和集装箱式货车车厢的监管办法》（海关总署令第110号公布）相关要求。 |
| Vessels undertaking the domestic waterway carriage of transit goods shall comply with the Announcement No. 73 [2022] of the General Administration of Customs—Announcement on Specifying Relevant Matters Concerning the Recordation Administration of Transport Enterprises and Their Vessels That Carry Goods Transited between Customs Offices by Domestic Waterways and other relevant requirements. | | 境内载运货物的船舶应符合海关总署公告2022年第73号（关于明确承运境内水运转关货物的运输企业及其船舶备案管理有关事项的公告）相关要求。 |
| III. Multimodal transport operators and their agent enterprises (collectively, “multimodal transport operators”), as well as enterprises operating workplaces under customs supervision (“workplace operators”), may apply to the Customs for multimodal transport business data transmission through the China International Trade Single Window or by submitting the Application Form for Multimodal Transport Business Data Transmission. | | 三、多式联运经营人及其代理企业（以下简称联运经营人）、海关监管作业场所经营企业（以下简称场所经营企业）可以通过国际贸易“单一窗口”或凭《多式联运业务数据传输申请表》向海关办理多式联运业务数据传输申请手续。 |
| Multimodal transport operators and workplace operators shall transmit multimodal transport application forms and the relevant electronic data to the Customs through the China International Trade Single Window. Multimodal transport operators may entrust agent enterprises with the responsibility of transmitting multimodal transport-related electronic data for the place of entrustment. | | 联运经营人、场所经营企业应通过国际贸易“单一窗口”向海关传输多式联运申请单及相关电子数据。联运经营人可以委托代理企业传输受委托地的多式联运相关电子数据。 |
| The Application Form for Data Transmission of Multimodal Transport Business, the Data Items of the Application Form for Multimodal Transport of Imported Goods, the Data Items of the Application Form for Multimodal Transport of Exported Goods, the Data Items of the Arrival Information, the Data Items of the Departure Information, the Supplementary Data Items of Outbound Logistics Information, the Data Items of Change in the Domestic Logistics Information, and the Data Items of Consolidation Reports, the Data Items of Cargo Discharge Applications, the Data Items of Application for Bill of Lading (or Waybill) Splitting, the Data Items of Changes in Agent Enterprises, and the Specifications for Completing the Customs Declaration and Application Form for Multimodal Transport of Imported and Exported Goods and Relevant Electronic Data are set forth in Annexes 1 through 12. | | 《多式联运业务数据传输申请表》《进口货物多式联运申请单数据项》《出口货物多式联运申请单数据项》《到货信息数据项》《离场信息数据项》《出境物流信息补充数据项》《境内物流信息变更数据项》《拼箱报告数据项》《落货申请数据项》《提（运）单拆分申请数据项》《代理企业变更数据项》《进出口多式联运货物报关单、多式联运申请单及相关电子数据填制规范》详见附件1—12。 |

| (1) A multimodal transport operator shall transmit the import multimodal transport application form to the Customs after the original manifest for goods under multimodal transport has been transmitted. After the Customs accepts the multimodal transport application form, the consignee of the imported goods or an entrusted customs declaration enterprise may handle the import declaration formalities for the imported goods. | | 1.联运经营人应在多式联运货物原始舱单传输后向海关传输进口多式联运申请单。海关受理多式联运申请单后，进口货物收货人、受委托的报关企业可以办理进口货物的申报手续。 |
| (2) After receiving the release information of the multimodal transport application form from the Customs, the workplace operator shall complete the loading and departure formalities, and shall, after departure, transmit the departure information to the Customs in a timely manner. | | 2.场所经营企业应在收到海关多式联运申请单放行信息后办理装载离场手续，并在离场后及时向海关传输离场信息。 |
